Empirical Study On Equalization Of Basic Public Service Hebei Province

As an important indicator to measure social equity,basic public services are an important way to achieve the common development of mankind.Due to differences in nature and society in various regions of Hebei Province,there is a large gap between basic public services in terms of level and quality.This affects social equity and seriously hinders the coordinated development of Beijing-Tianjin-Hebei.Therefore,the analysis of the status quo and the causes of the equalization of basic public services in Hebei Province is of great significance for maintaining social equity,improving people's quality of life and even promoting the coordinated development of Beijing-Tianjin-Hebei.This paper analyzes the equalization of the supply level and output level of basic public services in 11 cities of Hebei Province by using literature research and quantitative analysis.Based on the relevant literature,basic public services including basic education services,medical and health services,social security employment services,cultural services,ecological environment services and infrastructure services were constructed from the perspective of input and output.Equalization evaluation index system.Based on the entropy method to determine the weight of output indicators,the status of basic public service supply level and output level in Hebei Province in the past 10 years is evaluated.Based on the evaluation results,the coefficient of variation and the range difference formula are used to basicize the cities of Hebei Province.The relative differences and absolute differences in public service levels are measured.The results show that the absolute differences in supply levels and output levels are significant.On the basis of the combination of theory and evidence,the causes of the differences in the supply level and output level of basic public services in various cities of Hebei Province are analyzed.The results show that the level of economic development,transfer payment structure and fiscal expenditure preference are the causes of the difference in the supply level of basic public services;The level of urbanization,the degree of development of social organizations,and the lack of inter-regional cooperation mechanisms are the causes of differences in the level of basic public service output.Finally,from the two dimensions of promoting the equalization of the basic public service supply level and the output level equalization,we put forward countermeasures and suggestions for achieving the equalization of basic public services in Hebei Province.
