Level Measurement And Empirical Study On The Equalization Of Basic Public Services In Yunnan Province

In the new era,the main contradictions in China's society have been transformed into contradictions between the people's growing needs for a better life and the development of inadequate and unbalanced development.Equalization of basic public services is a basic requirement for China to establish a modern socialist society with Chinese characteristics and a modern fiscal system.The level of equalization of basic public services in Yunnan Province still has a large gap compared with the whole country,and the basic public service level among the cities in the province is also extremely unbalanced.As a collection of "minority area,border area,mountainous area and poor area",Yunnan Province is very unique and representative on the issue of equalization of basic public services.In order to analyze and study the problem of equalization of basic public services in Yunnan Province,this paper selects basic public education,basic social insurance,basic medical and basic public cultural services as the representative,uses entropy method to measure the basic public service level of Yunnan,the whole country,the four southwestern provinces and the cities in Yunnan Province,and analyzes the difference.The study finds that compared with the four provinces in the southwest and the whole country,Yunnan only invested heavily in basic public education,while basic social insurance,basic medical care and basic public cultural services lag far behind other regions.As far as the various cities within Yunnan are concerned,there is a big gap in their basic public service levels.The basic public service levels in the economically developed areas represented by Kunming City and Yuxi City are much higher than those of other cities.The main factors restricting the level of equalization of basic public services in Yunnan are the different levels of economic development and government fiscal capacity in different regions,the government prefers urban economic construction,the division of expenditure responsibility among governments is not clear,the transfer payment system is imperfect,and Yunnan's unique natural and human environment.The non-equalization of basic public services will bring great negative effects to Yunnan Province and China,affecting the coordinated development of Yunnan's economy and society and the construction of a harmonious society,and will also affect the stability of China's frontiers.In order to achieve the equalization of basic public services in Yunnan quickly,this paper believes that it is necessary to give full play to the leading role of the government while giving better play to the role of the market,clarifying the powers and expenditure responsibilities of governments at all levels,constructing a local tax system that has an incentive effect on local governments,improving the inter-governmental transfer payment system at all levels,and promoting the equalization of basic public services in combination with urbanization.
