Equal Level Measure Of Basic Public Services Supply In China

In recent years, the governments pay high attention to the equalization of basic public service, and have introduced a series of top design strategy and guidelines in China. Therefore, the equalization of basic public services has become an important strategic goal in long-term development of our country and people livelihood projects. On the basis of the 12th five-year plan the state council shall formulated and promulgated the "national basic public service system in the 12th five-year plan" in May 2012.This is the first issues of administrative rules and regulations on basic public service, which also marked the "realization of equal basic public services" is a long-term national strategy. The plan does not only provide the guiding principles and development direction to achieve equalization of basic public services system, operation mechanism, guarantee mode, the supervision system and standard system, but also has been clear about the supply responsibility which realized the equalization of basic public services in the governments. The 18th session of National People’s Congress and the 3rd plenary mentioned to achieve the equalization of basic public services since then. The annual government work report expounded the details of the construction of basic public services in current years. "Raise the level of basic public service supply", "the implementation of employment priority", "improve the social security system", "improve the basic medical and health system", "improving the capacity of public welfare foundation social construction", "speed up the environmental protection engineering construction", "public security", and others about the basic public services have been mentioned into the agenda of the government public service construction. Hence, promoting the equalization of basic public services has become the hot spot that the national people livelihood projects focused on in current and future.The strategy took the economic construction as the center of that has significantly suppressed the development of basic public services since the reform and opening. At present, there are still some shortage of the basic education, health care, public welfare infrastructure construction, public employment services, such as the supply quality is not high, basic public services configuration imbalance in urban and rural, basic public services between regions and provinces domain non-equal horizon. There is a big contradiction between the rapid development of economy and the basic public services, and realizing the equalization of basic public services has become a breakthrough path to solve this problem. In terms of realistic problem background, research the equalization of basic public services also adapt to the social development.This paper conforms on the national economics which can solve the problem of national economic social reality. Moreover, it can give some advice to enhance the level of equal basic public services supply. At the same time, this research adopts the research method that can enrich a certain extent and make up for the shortage of the existing research on the aspects of academic value. So, this article analysis the level and non-equalization of basic public service supply in China. It does not only have important theoretical significance, but also has important practical value.This paper uses literature research and empirical study, to empirically measure the equalization of basic public services supply level. The main content includes: the first part is introduction, mainly elaborated the research background and meaning, main research results at home and abroad, introduced the research methods, research contents and innovation points and shortcomings; the second part is to define several core concepts in this paper, including the public services, basic public services, supply equalization, etc. And introduced the public product theory, public finance theory and the theory of fairness and justice and other basic theory, this chapter which constituted the theoretical basis of this article; the third part is the present situation which about the equalization of basic public service supply in China and combined with the second part defines the basic concept of public service, public welfare social infrastructure, basic education services, basic medical and health services, public employment services and social security service supply; The fourth part is the empirical analysis of basic public services supply equalization, this article from the basic public service supply of the regional difference, the supply gap between the provincial and urban and rural supply equalization empirically measured in quantitative methods; The fifth part is the basic public service supply analysis, the comprehensive analysis from various angles to analysis equalization supply factors bias the empirical results;The sixth part is the conclusion and countermeasures, based on the above several parts of the research, finally the paper combs the conclusions and puts forward the corresponding countermeasures and Suggestions.In this article, the innovation is that:firstly, the innovation of the research angle view, this article chooses the perspective of supply equalization to measure the basic public service, rather than wide problem description, and the existing achievements are few in this yield from the perspective of basic public service supply. Secondly, the innovation of research methods, this paper respectively uses the panel data model and index method from three angles which are regional, provincial and urban and rural areas to empirically measure the basic public services supply equalization, and promotes the current problems for basic public service research depth, method and results.
