In recent years,China has attached great importance to the development of basic public services and has always regarded achieving equalization of basic public services as an important policy goal.Although China has made significant achievements in basic public services,there is still a significant gap between them and the people’s needs for a better life.There are still many shortcomings and shortcomings in the development of basic public services,especially in the level of equalization of basic public services in urban and rural areas.At present,the gap between urban and rural basic public services in China is still large.The effective allocation of urban and rural basic public service resources and the realization of equal development of urban and rural basic public services are not only the key path to accelerate urban and rural integration,but also the necessary conditions to promote rural revitalization and achieve common prosperity.Therefore,it is of great significance to scientifically measure the level of equalization of basic public services in urban and rural areas in China,analyze the spatiotemporal characteristics of the development of equalization of basic public services in urban and rural areas,identify the main constraints in the development process of basic public services in urban and rural areas,and design the development path of basic public services in different provinces and cities.Research is conducted to formulate basic public service development plans and investment decisions for different provinces and cities,providing theoretical support and practical guidance to address the shortcomings of basic public service development.Firstly,based on the National Basic Public Service Standards(2021 Edition),this article reconstructs the indicator system for equalization of basic public services in urban and rural areas.Projection pursuit models are used to evaluate the level of basic public services in urban and rural areas in 31 provinces from 2011 to 2020,and spatial lag is introduced on the basis of traditional Markov chains,using spatial Markov matrix to analyze the overall development and evolution trend of basic public service levels in urban and rural areas of China.Secondly,this thesis measures the equalization level of urban and rural basic public services in 31 provinces by using the imbalance index,and uses the spatial analysis method to conduct dynamic evaluation and multi-level comparative analysis.Finally,by establishing an early warning mechanism to determine the key indicator early warning standard values,analyze their development trends,and provide early warnings and effective recommendations for the development of basic public service subsystems in each province.The research results indicate that from 2011 to 2020,the overall level of basic public services in urban and rural areas in China increased,and the growth rate gradually decreased;The eastern region is higher than the central and western regions,but the regional differences are decreasing year by year;The basic public services in urban and rural areas have the characteristic of "club convergence",and overall improvement requires national financial support.The measurement results of the equalization of basic public services in urban and rural areas show that China’s urban basic public services have received more attention,and the development of basic public services in urban and rural areas is uneven in most provinces and cities,with an overall level of equalization not high.On this basis,a two-dimensional comprehensive evaluation matrix of the "development level equalization level" of basic public services in urban and rural areas was constructed,and the development paths of basic public services in urban and rural areas in different provinces and cities were proposed.By setting warning standard lines to warn about the development of basic public service subsystems in 31 provinces,it was found that the development stages of basic public services in urban and rural areas across the country are different,and rural basic public services are generally lagging behind;there is a significant internal imbalance in basic public services between urban and rural areas,with more shortcomings in rural areas;more than half of the provinces in China belong to potential development provinces and cities,while key development provinces and cities have significant advantages,while underdeveloped provinces and cities have serious shortcomings.
