"Government functions and their models" is an eternal subject of political science and administration.With the advancing of the governance power of the 18 th National Congress and the modernization of the governance system,grassroots social governance innovation has also been put on the agenda.At present,the sharing economy model is popular in the whole society.It is the product of the rapid development of the social economy,the Internet and related information technologies,bringing great benefits and progress to the people and society.The 19 th National Congress of the Communist Party of China clearly stated that it is necessary to promote the deep integration of the Internet,big data,artificial intelligence and the real economy,and foster new areas in the fields of high-end consumption,innovation leading,green low-carbon,shared economy,modern supply chain,and human capital services.Increase growth and create new kinetic energy.However,with the in-depth development of the sharing economy,the sharing market has gradually revealed some“growth troubles”: the market order has been affected,various types of “pseudo-sharing”have emerged,and some shared products have been vandalized,and “safety nets” have been guaranteed.The mechanism is not perfect.The care,service,and supervision of the shared economy are the responsibility of the government.Therefore,the sharing economy is the frontier market for social and economic development,and it is particularly important for local governments to regulate their development.In order to achieve a healthy and sustainable development of the sharing economy,it is of great significance to actively seek the path of local government to manage the sharing economy.This study attempts to use this as a breakthrough.Firstly,it starts with the concepts of government functions and shared economy,and summarizes related research athome and abroad.At the same time,based on the theory of government function transformation,the guiding government theory and the theory of shared economy(collaborative consumption theory,multilateral platform theory and transaction cost theory),the achievements and problems in the development of shared economy are studied.Then,this study combs out the dilemma faced by local governments in dealing with the shared economy: the sense of governance is not in place,the regulatory model faces new challenges,the coordination of interests is difficult,the regulation of laws and regulations needs to be improved,and the market environment does not adapt to the new format.In response to these dilemmas,the reasons for the dilemma are further analyzed.It is found that traditional consciousness hindrance,fear of new things,serious power rent-seeking,information communication occlusion,lack of citizen participation,and lack of public opinion supervision are the reasons for local governments to cope with the difficulties of the sharing economy.Finally,based on the experience and enlightenment of foreign sharing economic success stories,combined with China's specific national conditions,the paper puts forward the countermeasures for local governments to cope with the sharing economy from the five aspects of governance thinking,supervision mode,cooperative governance,rule of law construction and environment construction.Sharing economic development and local government governance provide a useful reference.
