The Chaos And Government Governance In The Development Of Shared Bicycles

President Xi Jinping stressed the need to seize the opportunities of the new industrial revolution,promote growth and transformation through innovation,and actively participate in the wave of innovative development brought by intelligent manufacturing,Internet plus,digital economy and sharing economy.Led by the new normal,the sharing economy has become a new bright spot in the global economy.In the boom of sharing economy,Shared bikes stand out and become a typical application field,opening up the "last mile" for people to travel.However,accompanied by the rapid expansion of shared bikes,the management of them exposed a lot of problems.The phenomenon of violating the legitimate rights and interests of citizens emerge in endlessly.At the same time,it brings new challenges and difficulties to the urban governance as well.The government as an important part of public management,needs to play an important role in it.By investigating and sorting out the development status of shared bikes in Yangzhou,the city where the author lives,this paper summarizes the social chaos caused by improper management of shared bikes.Then,from the three stages of access,operation and exit in the development process of shared bikes,the root causes and influencing factors of the governance dilemma of shared bikes were sorted out.Finally,from the perspective of government regulation,this paper tries to explore a more reasonable and efficient way of shared bike management.
