Research On The Problems And Countermeasures Of Mobile Government In The Grass-roots Application

Mobile government is a new development stage of E-government Based on mobile Internet.The application of mobile government in the grassroots further promotes the grassroots government to use the new generation of information technology and means,such as Internet,big data,cloud computing,artificial intelligence,to achieve scientific decision-making,precise governance and efficient service,enhance the sense of access and happiness of the people,and promote the modernization of grassroots governance system and governance capacity.Taking Qinghe County of Hebei Province as an example,this paper,adopting three research methods: literature research,SWOT analysis and questionnaire survey,focuses on the problems faced by mobile government in grass-roots application,such as insufficient application integration ability,limited service response ability and lack of value guidance and puts forward countermeasures and suggestions in three aspects: reshaping the management service concept,standardizing the development mode of government affairs and optimizing the construction of mobile government talents,trying to provide a reference for the practice of mobile government affairs of grass-roots government in China.Based on the studies of the theory and practice of mobile government both at home and abroad,this paper analyzes the advantages,disadvantages,opportunities and challenges of mobile government in grass-roots application by SWOT analysis.First of all,based on previous research,the advantages of mobile government in the grass-roots application are specifically reflected in three aspects: improving the grass-roots service level,reducing the grass-roots administrative cost,and promoting the benign interaction between the government and the people.Secondly,combined with the report on the development of Internet service capacity of local governments in China(2019)issued by the smart governance research center of University of Electronic Science and technology,in this paper the disadvantages are analyzed of the service supply capacity,service response capacity and service intelligence capacity of grassroots governments in the process of application of mobile government.Thirdly,the opportunities of mobile government application in the grass-roots level are discussed in this paper,which mainly shows in three aspects,the vigorous development ofInternet technology,the increasingly diversified needs of citizens,and the support and guidance of national policies.Lastly,the challenges of mobile government in grass-roots application are analyzed,which are mainly reflected in three aspects: the challenges of government open sharing,the requirements of government governance accuracy,and the new requirements of mobile government on personnel quality.According to the administrative level of the subject of mobile government,they can be divided into four levels: national central level,provincial level,municipal level,county level and below.This paper takes the development of mobile government affairs in Qinghe County,Hebei Province as the study subject by using the method of questionnaire and data collection.On one hand,the economic and social development mode of Qinghe County is a representative in Hebei Province,on the other hand,it has certain geographical advantages and convenient work to select the county as a sample to carry out this study.Based on the theory of new public service and the maturity model of open government,combined with the current situation of mobile government application in Qinghe County,Hebei Province,this paper discusses the problems and causes in the application of mobile government at the grassroots level.First of all,combined with the indicators of the Internet service ability of local governments in China,this paper summarizes that there are three problems in the application of mobile government at the county level: the lack of application integration ability,the limited service response ability,and the lack of value guidance.Secondly,it analyzes the causes of the problems.Specifically,it is mainly due to the lack of top-level design of overall planning,imperfect operation and maintenance mode of mobile government affairs,and the lack of professional talents of mobile government affairs.Against the problems existing in the application of mobile government at county level,this paper puts forward three countermeasures and suggestions based on the development trend of mobile government at county level in the past years,which are are discussed in details of reshaping the management and service concept,standardizing the development mode of government affairs,and optimizing the construction of mobile government talents.First of all,to reshape the concept of management and service,we can start from three aspects:setting up the overall thinking,establishing the concept of "demand" orientation,andstrengthening the awareness of benign "interaction".Secondly,to standardize the development mode of grass-roots government,we can start from two aspects: adopting the intensive construction mode and building the standardized system.Thirdly,to optimize the construction of mobile government talent team,we can mainly start from two aspects: making long-term plan for talent development and training skilled talent team.
