At the 19 th CPC National Congress,"Implementing the rural revitalization strategy" was put forward for the first time in the report,which has attracted a lot of attention.The CPC Central Committee and The State Council attach great importance to the construction and development of rural areas and have made a series of important arrangements for rural revitalization.Undoubtedly,the development of rural education is an important part of the rural revitalization strategy,and the incentive policy of rural teachers is in a key position in the development of rural education.In other words,the incentive policy for rural teachers is an important starting point and a powerful guarantee for the rural revitalization strategy.Therefore,the purpose of this paper is to analyze the achievements,problems and causes of the implementation of rural teacher incentive policies in H province and C city in the context of rural revitalization,and to propose appropriate solutions from the perspective of innovative theoretical research.This paper takes the incentive policy of rural teachers in C City of H Province as the research object,and studies the implementation of the incentive policy of rural teachers in C City of H Province through literature research method,questionnaire survey method and interview method,combined with the four key elements of Smith model corresponding to idealized policy,implementing agency,target group and environmental factors respectively.This paper firstly introduces the research background and significance of policy implementation,and summarizes the research status at home and abroad.Secondly,it briefly defines and introduces the related concepts and Smith’s policy implementation model.Once again,it points out the existing problems of teacher incentive development in C City of H province,including poor implementation effect of incentive policy,existence of symbolic implementation of policy,low satisfaction of rural teachers and incomplete infrastructure.The causes of the problems were analyzed repeatedly with the help of Smith’s policy implementation model,including the imperfect incentive policy system for rural teachers,the limitations of the implementation subject in the implementation of the incentive policy for rural teachers,the low cooperation degree of the target group of rural teachers,and the environmental constraints of the implementation of the incentive policy for rural teachers.Finally,based on the analysis of the reasons,combined with the theoretical model and practical experience,the corresponding countermeasures and suggestions are put forward,including improving the design of the incentive policy for rural teachers,improving the executive ability of the main body of the implementation of the incentive policy for rural teachers,guiding to improve the participation of the target group of the incentive policy for rural teachers,and improving the implementation environment of the incentive policy for rural teachers.
