Research On The County Government Function In The Cultivation Of New Professional Farmers

With the deepening of rural reform,cultivation of new professional farmers has been a topic of an ear.To culture high education,understand business,good management of new professional farmers which has a high sense of responsibility and stability,is one of the important duty for all governments,especially for rural-urban fringe zone county government.The paper mainly to research the county government how to use functions in the Cultivation of New Professional Farmers,how to transform our heavy population burden into human resource,how to cultivate the business entities of new socialist countryside and agricultural modernization.Therefore,researching the problem of "A Research on the County Government Functions in the Cultivation of New Professional Farmers",obviously has important theoretical and practical significance.By using the central committee documents about the new professional farmers in recent years as a guide,through the theory of human resource development to explain the necessity and feasibility of the new professional farmers cultivate,and then from the perspective of governance theory and new public service theory,explain county level government how to play the government's function sin the cultivation of new professional farmers.In addition,this paper make a systematic,comprehensive and in-depth study on the county government functions in the cultivation of new professional farmers,through combining theoretical analysis and empirical research methods.The county governments have some offside,dislocation and absence problems in cultivating new farmers.When theoretical analysis these problems and causes,the paper through questionnaire survey and interviews to make an empirical case research,taking the example of S County in Jiangsu Province.We have found that there are some problems in the cultivation of new professional farmers,which mainly from three parts to analysis.From above theoretical analysis and empirical research,we can provide a realistic basis for how to locate the position of county government in cultivate the new professional farmer.On the basis of above theoretical analysis and empirical research,this paper put forward the following suggestions:On one hand,the county government should be construct service-oriented government,which based on the theory "serve the people" and"good education".On the other hand,the county government should strengthen political functions,economic functions and cultural functions according to the requirements of cultivating new professional farmers.All suggestions and measures are in order to accelerate the pace of cultivating new professional farmer.To cultivate new professional farmer is a cumulative development process,so the county government should be followed by the needs of the times closely,strengthen the collaboration between the county and the town,between the county and the county and county and city.Then the county government should adjust strategies constantly and play the role of government wholehearted,in order to meet the needs of farmers to adapt to the development of socialist market economy.
