The performance appraisal and evaluation of the leading cadres of the party and government is an important way to improve the efficiency of the government's public resources and the government's governance ability,as well as an important starting point to promote the reform of the party and government institutions and the transformation of government functions.The county-level government is the link between the central government,the provincial government and the village-level autonomous organizations,and plays a fundamental role in the national governance system.As the decision-making and executive group of a region or department,leading cadres at the county(district)level have an important position in the party's leadership system and administrative functions.To solve the problem of performance evaluation of party and government leading cadres at the vice-minister level can not only arouse the enthusiasm of cadres,improve their responsibility and ability to perform their duties,but also establish a good image of leading cadres of party members,enhance the close relationship between the party and the government and the people,and safeguard the long-term peace and stability of the country.Based on the theory of the concept of the performance appraisal system for leading cadres at the deputy section level,this paper analyzes the definition,characteristics and importance of the system of performance appraisal for leading cadres at the deputy section level.This paper analyzes the status quo of the performance appraisal system for leading cadres at the deputy section level in P county.At the same time,it expounds the work assessment method,satisfaction survey of assessment method,existing problems and cause analysis of leading cadres at the deputy section level in P county from 2015 to 2019,and finds that there are problems such as single assessment subject,fuzzy assessment standard,simple index design,outdated assessment method and weak incentive effect.Finally,combining the existing problems and working practices,this paper puts forward some countermeasures for further improving the performance assessment system of leading cadres at the county(district)level,such as reasonably formulating assessment standards,diversifying assessment subjects,optimizing assessment methods,strengthening the application of assessment results,strengthening supervision and establishing a long-term guarantee mechanism.
