The performance evaluation of civil servants is one of the most important subjects in the wor-ld.In China,the township is the lowest level of administrative institutions,township leaders are the most basic level,the forefront of the civil service leaders and managers.Township leading cadres to optimize the performance appraisal system,to further promote the township leading cadres performance evaluation standardized,systematic and scientific,is conducive to the overall to further stimulate the vitality of leading cadres of villages and towns,is conducive to further establish the correct selection and employment oriented,to create a strong entrepreneurial atmosphere.In this paper,the performance appraisal system of cadres of township in Jiangyan District of Taizhou city as the research object,based on the performance management theory,public organization theory and incentive theory as the main theoretical basis,based on the 360 degree performance appraisal method,questionnaire method,expert evaluation method and analytic hierarchy process as the main technical means,to construct the performance evaluation index system of township leading cadres is the key goal,based on analyzing the present situation of township in Jiangyan District of Taizhou City,leading cadres performance appraisal system,find out the main problems for the performance evaluation system,and aiming at the existing problems,from improving the diversification of assessment,design performance evaluation index system,set up scientific performance evaluation index weight and effective use of performance appraisal results so,put forward the optimization path of the performance appraisal system of cadres of township in Jiangyan District of Taizhou city.The construction of performance evaluation index system is the key content of the optimization path design,and is also the main feature of this paper.The performance evaluation index system for performance assessment and democratic evaluation,survey the contents of three key index for the multi dimension performance evaluation of leading cadres of villages,the scope of the quantitative evaluation of performance assessment to expand from the field of democratic evaluation,public opinion survey,township leading cadres to further enhance the accuracy and dimension of performance appraisal,lay a solid the basis for accurate and objective assessment of township cadres’ work performance. |
