Taking regional economic and social development as an important task on their shoulders, county/division level leaders and leading groups are a critical level in the Party's institutional framework as well as in the national authorities that face directly the grass roots units, they are the specific executants to carry out the scientific outlook on development and a correct viewpoint on administrative performances [1]. Their performances have a direct controlling force on the results and efficiency of the grass-root level governments on their implementation of national strategies and policies. Governmental performance management system started rather late in our country, and the construction of its appraisal and evaluation system still lags behind. In recent years, governments of all levels of our country as well as the academic group have both been exploring the initiative ways of governmental performance appraisal and evaluation system, and have obtained some progress. However, the theories are far from mature or perfect, there are also many puzzles and misunderstanding concerning system design and actual implementation. It is an important task worth making further exploration in the public administration system of our country to study and formulate a standardized performance appraisal system both in conformity with the requirements of the scientific outlook on development and with the characteristics and requirements of county/division level leaders and leading groups, and it is of great practical significance for the all-round implementation of the "four guiding principles" of the leaders and for strengthening the construction of the cadre ranks.Taking the system design of the performance appraisal and evaluation system for county/division level leaders and leading groups as its major research contents, starting from related theories applied to the construction of performance appraisal and evaluation system, taking in extensively the performance appraisal and evaluation system of ancient China as well as that of present western countries, the essay makes an all-round analysis on the present situation as well as existing problems of the appraisal and evaluation for the county/division level leaders and leading groups of both the Party and the government; secondly, combining with the actual situation of Wuhai city, taking as a principle the method of combining quantitative analysis with qualitative analysis, and focusing on quantitative analysis, making use of theories and scientific grounds such as management theories and 360 Degree Feedback Performance Evaluation Method, the essay designs and introduces the appraisal and evaluation system planning for the county/division level leaders and leading groups of Wuhai city, which provides guidance to the performance evaluation work of the region. At the same time, the essay also makes a comprehensive introduction and analysis. of the process and procedures of the work, and conducts researches on the application of the appraisal and evaluation results as well as on the construction of a feedback system based on the results. Lastly, the paper put forward suggestions and countermeasures concerning the problems existed in the performance appraisal and evaluation system.The performance appraisal and evaluation work for county/division level leaders and leading groups is a complicated systematic project, and it must be done by sticking to the scientific outlook on development, constantly perfecting the appraisal and evaluation mechanism, standardizing work procedures and insisting on appointment and promotions based on examinations so that the working momentum can to the greatest extent be enhanced among county/division level leaders.
