Research On Rebuilding Old Villages From A Conflicting Prospective

With the rapid development of economy and the continuous promotion of urbanization process,local governments have done a lot of work in the process of old village transformation,especially in some cities with developed market economy and rapid urbanization process,the government has implemented many effective strategies or institutional arrangements in the transformation,and achieved positive results.However,things always depend on good and bad,with advantages and disadvantages.In the process of rapidly promoting the transformation of old villages,there are many inevitable contradictions and disputes.The most fundamental factor for these contradictions and disputes is the interest struggle,which is not only the basis for the market to obtain eternal vitality,but also the source.Wenzhou,as a pioneer area of reform and opening up,is also rapidly urbanizing in the suburbs of the city.More old villages are facing upgrading.In this process,contradictions and conflicts between the government and the villagers caused by the demolition are endless.How to carry out the house demolition work such as the old village reconstruction more scientifically,make the old village reconstruction work in Lucheng District of Wenzhou City get out of the predicament as soon as possible,reduce the contradiction and conflict,will contribute to the continuous promotion of the old village reconstruction in Lucheng District of Wenzhou City,and will be conducive to the development of urbanization to a higher level.In this paper,based on the literature about the reconstruction of old villages,using conflict management theory,new public service theory,progressive model theory,etc.,we will study the conflict problems in the reconstruction of old villages in Yangyi street,Lucheng District,Wenzhou City.First of all,it summarizes the background of Yangyi street and the process of demolition and reconstruction,and explains the benefits of the old village reconstruction to the local.Secondly,the paper combs out the contradictions and conflicts existing in the process of old village reconstruction through questionnaire survey and field investigation,and analyzes the causes of the conflicts.Finally,in view of the causes of conflicts,through policies and regulations,the government,personnel allocation,handling methods,atmosphere building and other aspects to improve and resolve conflicts.Through investigation and research,this paper believes that the conflicts in the reconstruction of old villages mainly focus on policy differences,personnel investment,insufficient housing resources for turnover and resettlement,lack of public trust of the government,historical legacy,family internal contradictions,employment difficulties and other issues.The reasons for these problems mainly include the incoherence of the old and new demolition policies of the government itself,the incoherence of the policies among regions,the neglect of the remolding willingness of the relocated households,the lack of atmosphere construction and policy propaganda,the unreasonable input of personnel,the reduction of public trust,and the outmoded thoughts of the relocated households,the lack of understanding of the demolition policies,the emphasis on the old houses and the illegal renting Short term income and other reasons.In response to these problems,this paper puts forward suggestions for improvement.First,the government should improve policies and coordinate development,not only to ensure the consistency and sustainability of policies,but also to form a set of fast and effective mechanism to solve the problems left over by history.Second,we should strengthen publicity and guidance,pay attention to the leading role of grass-roots party organizations,integrate the joint law enforcement force of multiple departments,and pay attention to the online and offline multi-channel publicity of demolition information to ensure that the atmosphere is created in place and the policy publicity is accurate.Third,we need the government to play a leading role and increase investment,mainly in broadening the financing channels of the government,solving resettlement problems through multiple channels and optimizing talent support.Fourth,we need to improve the government's public services.The government should not only dismantle for the purpose of dismantling,but also make full efforts to improve people's livelihood.
