Research On Government Behavior In The Transformation Of Urban Villages

As a special product in the process of urbanization in China,urban villages have become extremely uncoordinated factors in the development of modern cities,which will have a negative impact on urban image,urban security and environment,urban residents' lives,and urban social harmony and stability.As urbanization develops in depth,villages in cities appear more frequently in major small and medium-sized cities in the country,and the social problems caused by villages in cities become more and more intense,which has become an urgent problem to be solved in urban development.Against this background,the country has set off an upsurge of urban village reforms in an attempt to break the current dilemma facing urban development.As the planner and mentor of urban village reconstruction,the government plays an important role in the urban village reconstruction.The reform policies and reform measures adopted by the government will have a direct impact on the transformation and play a decisive role in the transformation results.The key to a smooth implementation.As far as our country's practice is concerned,although some achievements have been made in the transformation of urban villages,many problems have been exposed.Many regions have not realized the important functions and roles of the government in the transformation of urban villages,which can easily lead to secondary transformation.Therefore,it is necessary to study the government behavior in the urban village transformation,give full play to the role of the government in the urban village transformation,promote the smooth development of the urban village transformation,and provide reference for future urban village transformation.This article takes the government behavior in urban village reconstruction as the research object,and takes county Y in Wenzhou as an example.Through field investigation,it is found that the local government plays a role in formulating reform policies,providing public services,coordinating conflicts of interest,and supervising urban village reforms effect.Combined with the urbanization theory,new public management theory,new public service theory and public governance theory,an in-depth analysis of the local government's urban village transformation behavior was conducted.It is found that there are problems such as incomplete urban village reconstruction plans,inadequate publicity,unfair compensation and resettlement,excessive government intervention in demolition,and inadequate supervision and management of urban village reconstruction,which do not meet the requirements of the construction of a “service-oriented government” and are not conducive to urban village Advancement of transformation.The reason is mainly due to the influence of the regulated government,the unclear role of the government in the transformation of urban villages,the lack of relevant policies and regulations in the transformation of urban villages,the lack of government power constraints,and the inadequacy of the government's performance evaluation mechanism.The local government did not the service concept of “people-oriented” runs through the whole process of urban village reconstruction,yet economic development and people's livelihood construction have not been equalized.Therefore,the local government must change the work concept of urban village transformation and fundamentally reduce or avoid misconduct.The local government should change the guiding ideology from “manager” to “servant”,and change the ruling concept from “government power standard” to “mass rights standard” to realize the change of work concept.At the same time,combined with the reasons leading to the government's anomie,through specific measures such as clarifying the role of the government,improving policies and regulations,scientifically formulating transformation plans,increasing publicity,promoting fair and equitable compensation and resettlement,establishing a power control mechanism,and establishing a performance evaluation system Regulate the government behavior in the process of reform,promote the smooth development of urban village reconstruction,and effectively promote the urbanization process.
