Study On The Construction Of Service-oriented Government In The Process Of The Urban Village Transformation In Wenzhou City Ouhai District

Urban village reconstruction is a village collective, the villagers, the government management departments, developers and other major livelihood projects, benefit in the present, to benefit the long-term. In the process of the transformation of villages, public management and service functions to the government as the subject of city management from the legal system, planning and design, investment and other aspects of play, through the provision of public goods and public services to solve all kinds of problems so as to improve the level of city construction and development, and constantly promote the construction of service-oriented government.Based on the development background, this paper takes the development of urbanization and urban village reconstruction in Wenzhou City Ouhai District as a typical case, from the perspective of service-oriented government construction to do a study on system of urban village reconstruction. First, the paper briefly summarizes the research background significance, domestic and foreign research status and research methods and innovation. Then, the paper defines a service-oriented government and the urban village concept, and the government's public management functions and service-oriented government theory is theory research theory is discussed. The third part of the paper is to clarify the objective necessity of building a service-oriented government, and to define the role and function of the service government in the transformation of the city. In the fourth part of the paper, the author through a large number of literature reading and investigation interview research method to analyze the background and present situation of urban village reconstruction in Wenzhou Ouhai district, then analyzing and pointing out the problems and reasons existing in the construction of service oriented government in the transformation of the urban village in Wenzhou Ouhai district. The fifth part, the writer straightens out the experience of domestic and foreign government in the transformation of urban village (old city) in Ouhai District in the process of transformation of the village in the service oriented government construction of reference and inspiration. The sixth part, based on the existing problems in the construction of service oriented government in the transformation of the urban village in Ouhai District, the specific measures and suggestions on the construction of service oriented government in Ouhai District of Wenzhou city are pointed out. Paper finally has carried on the research summary, from the point of belt surface for local governments in China to achieve sound and rapid urbanization and modernization process, promote the progress of the urban village reconstruction, give full play to the application of public management and service function to provide the corresponding practice reference.
