Research On Government Behavior In Urban Villages Reconstruction

The village in the city is the product of the special historical stage of China,which has the characteristics of urban-rural dual structure.With the rapid development of the city,villages in the city appear to be out of harmony with the urbanization process due to their backward infrastructure,environmental hygiene,fire safety,planning and layout,etc.,which also give rise to a series of social problems and seriously hinder the healthy development of the city.Under the background of comprehensively and deeply promoting the construction of new urbanization proposed by the central committee,as an important means to coordinate urban and rural development,the reconstruction of urban villages is imperative.After 30 years of practice,some achievements have been made in the reconstruction of urban villages,but at the same time,there are many problems and contradictions,which have a lot to do with the improper behavior of the government in the reconstruction.Therefore,in order to properly solve various problems in the reconstruction and ensure the implementation of the reconstruction results,it is necessary to carry out in-depth discussion on the government's behavior in the urban village reconstruction.Taking G city as an example,this paper summarizes the city's achievements and existing problems in the urban village reconstruction,and correspondingly extracts the positive role and improper actions played by the local government in the urban village reconstruction,and conducts an in-depth study on the improper behaviors.Using government function theory and governance theory,analyze the G city government in the transformation of the offside,absence and dislocation of misconduct,and points out that the government as the main body of market economy,also has self-interest,but urban village reconstruction should not be completely by the government to control the "imperative" behavior,and the government role orientation deviation,related legal system is not sound,power supervision mechanism is not perfect and to improve the government own construction becomes the deep cause of improper government behavior.Combined with the central about strengthening the construction of the government itself,we will deepen reform of the "pipes" and deepening transformation of government function,and other important spirit,corresponding theoretical tools,correct the government misconduct general countermeasures,namely clear scope of government functions,improve the relevant legal system,improve the power restriction mechanism,improve the administrative ability and service level,and build a multiparty system.With the deepening of new urbanization,it is hoped that this study can provide reference for promoting the government to administer according to law and properly play its own functions in the reconstruction of urban villages,and then promote it to all fields of social management,so as to realize the new pattern of social governance jointly built and Shared by all the people.
