Study On The Gonernance Of Rural Public Space In Pizhou

Pizhou City(county-level city),located in the north of Jiangsu Province,is China's geographical and cultural north-south junction.The level of economic and social development is neither particularly developed nor particularly backward.Similar to most developing counties.In recent years,Pizhou City has vigorously promoted the governance of rural public space,introduced many measures,achieved some results,but also some problems,which are more representative.The research idea of this paper is to first define the concept of public space and rural public space,and then to understand the measures and effects of Pizhou City's governance of rural public space through consulting information,issuing questionnaires,visiting and discussing.Combined with the multi center theory local government in the governance of rural public space,and then puts forward countermeasures and suggestions to improve the governance of rural public space.The rural public space studied in this paper not only refers to the physical and visible places and collective resources of residents' activities,but also refers to the spiritual and cultural level and invisible rural collective activities,interpersonal relations and rural culture.In order to promote the governance of rural public space,Pizhou City has taken measures such as issuing a notice,carrying out special remediation,clearing up collective resources,and remediation of the environment,which have achieved certain results in economic,ecological and social benefits,but there is still a single governance subject,dominated by the government,and lack of participation of villagers and social organizations;the administrative means of governance,lack of economic Economic means and legal means;the materialization of the field of governance,ignoring the collective activities,interpersonal relations and rural culture,and there are problems such as excessive marketization in the process of governance.The reason why these problems exist is that the local governance concept is biased,focusing on maintaining stability,focusing on assessment and misunderstanding the concept of city management;the offside of the government,the weakening of villagers' autonomy and the lack of public awareness of villagers lead to the dislocation of the relationship between governance subjects;the unclear division of responsibilities among local governance departments,the lack of sports promotion and financial support form the imperfect governance mechanism;the local governance departments are not fully responsible for the implementation of the policy,and the local government is not fully aware of the public awareness County planning ability is not strong,town level law enforcement team quality is not high and village cadres' quality is low.It should be improved from the following aspects: to meet the demands of people's livelihood,to administrate according to law,to establish the idea of systematic governance,to straighten out the power and obligation relationship among local governments,enterprises,social organizations and villagers,to establish a reasonable and perfect governance mechanism,and to improve the governance ability of the public space of grassroots cadres.This study can enrich the academic research of rural public space governance.In addition,from the perspective of county governance to observe the governance of public space,compared with a community,town,the vision is more grand.In the governance of rural public space in Pizhou City,the direct financial input is limited,but the use of a variety of administrative means has increased the financial revenue at the two levels of the town and the collective income at the village level,and achieved some results,which is worth learning from other similar areas.However,Pizhou's unilateral dependence on administrative means,the government's singing of monologue,the failure to solve the deep-seated problems of rural governance from the perspective of system and mechanism,the effect of governance is easy to rebound,etc,are also worthy of warning from other places.
