Strategies On Risk Prevention And Control Of The Traffic Accidents On Water

Marine traffic transport is of great risk,and the consequences of accidents are serious and can cause great losses.It is important to study and discuss how to prevent the water traffic accident prevention and reduce the occurrence of water traffic accidents.Maritime safety administration of P.R.C is the competent authority for the safety supervision and administration of the coastal waters of China and the navigable waters of inland waterways,undertaking the duties of water safety supervision and prevention of ship pollution,ship and sea facilities inspection,navigation security management and administrative enforcement,and carrying out the safety production and other management functions of the ministry of communications.In recent years,with the implementation of China’s maritime strategy,the shipping industry has received a new round of rapid development,and the people’s demand for water traffic safety has been increasing.In the face of water traffic accident risk and serious consequences,China’s maritime authority in perfecting the safety management work,continuously explore in practice to improve the effect of water traffic accident prevention.This paper is about the S maritime safety administration of P.R.C.The Safety supervision of the recreational vessel made a position in the forefront of national maritime system.But the risk prevention and control of the recreational vessel traffic accidents on water is a new problem and new challenge in the water traffic accident prevention work for the S maritime safety administration of P.R.C.and it is also the new field that they had been focusing on exploring in recent years.The paper is based on the study of the Safety supervision of the recreational vessel in the eastern coast by S maritime safety administration of P.R.C.The Paper establishes four evaluation dimensions based on the Strategies on risk prevention and control of the recreational vessel traffic accidents on water,these dimensions include: 1.main body dimension;2.information dimension;3.standard dimension;4.Mechanism dimension.Based on these four dimensions,the author analyzes the difficulties in the Safety supervision of the recreational vessel in the eastern coast which exist in the S maritime safety administration of P.R.C,analyzes the reasons and proposes several optimization strategies to further enhance the Strategies on risk prevention and control of the recreational vessel traffic accidents on water.The values of the paper are: 1.proposing four evaluation dimensions based on Risk management theory;2.proposing a number of optimization strategies to improve the risk prevention and control of the recreational vessel traffic accidents on water,.The paper offers available references for the Related management department to make strategic decision for the Safety precautions for water traffic accidents.
