Research On The Construction Of Service-oriented Government Of Ruyi Industrial Park In Hohhot Economic And Technological Development Zone

The Sixth Plenary Session of the 16 th CPC Central Committee explicitly regarded constructing a service-oriented government as the inexorable requirement and important goal of building a harmonious socialist society and government reform.From then on,the important task of China’s administrative system reform has turned into the construction of service-oriented government.Moreover,the Fourth Plenary Session of the 19 th CPC Central Committee also explicitly pointed out that: We must persist that all administrative organs serve the people,are accountable to the people and supervised by the people,innovating the administrative modes,enhancing the administrative efficiency and building a service-oriented government which is satisfactory to the people.From here we can see that forging a service-oriented government and constructing a sound public service system is of very crucial historical and immediate significance to pushing on China’s administrative system reform.As China’s socialist construction entered a new era,the development zone,as the main battlefield for local governments to drive economic and social development,is facing pressure from various aspects,such as the tense domestic and foreign economic environment,the reduction of preferential policies and the competition among parks,which makes the construction of service-oriented government of the development zone particularly important and urgent.This requires the development zone to strengthen the construction of service-oriented government,strengthen the government’s public service function,and provide standardized government services with higher standards and stricter requirements.Build a new height for government affairs service and attract more investment by building a fair,transparent,clean and efficient business environment.In this paper,Hohhot Economic and Technological Development Zone Ruyi Industrial Park is taken as an object for in-depth research.It makes full use of relevant knowledge of public management,combines the author’s practical work experience in the Development Zone Administrative Committee,and comprehensively uses research methods such as literature analysis,case analysis,empirical research,comparative research,etc.It makes full use of the advanced experience and achievements of development zones in Suzhou,Wuhan and other places,deeply analyzes the existing problems,and puts forward corresponding solutions to the problems,providing new ideas for the construction of service-oriented government in Ruyi Industrial Park.This paper,through service-oriented government construction status quo of the research,pointed out problems such as not clear administrative area,lack of the public service function,complex administrative examination and approval procedure,departments and cadres’ low sense of service and quality,and inadequate park infrastructure and supporting public facilities in the process of the construction of the service-oriented government administrative.On the basis of an analysis of problems,learning from other domestic development zone of good experience,and from making clear jurisdictional boundary to lengthening the short functional slabs,the system reform to promote platform construction was deepened.Countermeasures and suggestions were put forward for the construction of a service-oriented government of Ruyi Industrial Park from the perspectives of the strengthening the style of work and talent team construction,deepening the reform of the fiscal and taxation systems and increasing investment promotion efforts to promote the best industrial park from.
