Research On The Regulatory Issues Of Purchase Logistics Services Of Government Agencies

The Third Plenary Session of the 18 th CPC Central Committee described the blueprint of deepening the all-round reform,which made new demands on accelerating the transformations of government functions,deepening reform of the adminstrative system,constructing the law-controlled and service-oriented government.Under this background,the reform of logistics services socialization and purchase logistics services of government agencies have partly obtained achievement,however,many problems,such as imperfect law system relating to purchase logistics services of government agencies,hysteretic standardized construction of logistics services iems,etc,cause a problem of lower regulatory effectiveness of purchase logistics services of government agencies,which directly affects the service quality,the financial capital usage efficiency and the pace of of logistics services socialization reform.This paper is to expound the background and significance,analysis the domestic and foreign research on the basis of summary,and give the elaboration of concepts of 4 items: purchase services of government agencies,logistics services of government agencies,logistics services socialization of government agencies and supervision of purchase logistics services of government agencies,and take the purchase logistics services of the agency of A municipal government as the research object to get the regulatory status and existing problems of purchase logistics services of government agencies at present,meanwhile,further analysis the reason of regulatory problems by means of theories of new public management and principal agent,by methods of case study and interview,and get the viewpoints of perfecting relevant system of purchase logistics services of government agencies,establishing standardization system of logistics services items,strengthening team building of departments of government offices adminstration for strengthening regulatory functions of government agencies as the buying bodies by drawing on the regulatory pattern of domestic and foreign purchase services of government agencies.
