In addition, although over ten years has passed since China became a member of WTO, laws and regulations of Logistics has not achieved the butt joint with international treaties, causing obstacles for logistics enterprises to compete in global market. If Logistics industry of China could not integrated into the global logistic economic system, our enterprises in that field would be lack of competitiveness and development prospects. Therefore, at the present, how to gurantee the development of logistics industry through legislation is an important issue. A survey of the present situation of legislation about Logistics demonstrated a lack of uniform, a low-level position, a weak legal effect and a poor coordination between laws and regulations. Moreover, too many conflicts between departmental interests and local interests, heavy state control, limited market freedom, supervision scarcity in legislation and administration as well as imperfect law liability system are all lead to the low efficiency and huge costs of Logistics. Thus, how to integrate Logistics law resources, achieve a well-developed allocation of powers and responsibilities of Logistics management authorities, optimize right remedy channel and establish an unified Basic Law of Logistics is involved with important choices of the development of Logistics.
