Research On Obstacles And Countermeasures In Administrative Communication Of Local Governments In China

In all levels of government organizations,which take information as the important communication medium,they are faced with more and more complicated public affairs and administrative internal affairs.It is an important link to ensure the smooth flow of administrative orders,the smooth flow of people and administrative communication.Within government organizations,only when administrative communication is smooth can orders be made smoothly and under the circumstances be reached.Between local governments and the people,it is also necessary to maintain smooth administrative communication so that "from the masses to the masses" can be achieved and the government can truly serve the people.Administrative communication reflects the current democracy and openness,it is the important path to let the government know the truth of the masses and the people understand the work of government.If the government wants to make its decisions known to and supported by the people,it is necessary to make its objectives,objectives and difficulties known to the public.At the same time,the government should understand the voice of the public and shorten the cognitive difference between leaders thoughts and feelings,find resonance and friendship,and relieve psychological pressure.In the current period of radical change,people are faced with a sudden increase in the impact of various.Therefore,it is more necessary to have administrative communication to enhance cohesion and form working force,so that the whole organization of government can work effectively.There are various ways of administrative communication.From different perspective,you can find the different division standard,which can distinguish the different communication modes of the same type.From the perspective of information transmission,administrative communication can be divided into upper and lower levels and horizontal level.From the perspective of organizational structure and function,administrative communication can be divided into formal communication and informal communication.From the perspective of information transmission form,administrative communication can be divided into written communication and oral communication.This paper takes the problem of communication between the government and relevant institutions and residents during the construction of the 230 institute of nuclear industry in C city,H province,which led to the shelving of the project,as an example to illustrate that,in the current form of administrative communication commonly used by local governments in China,there are some problems,such as the communication loss of the main perspective,the communication distortion of the process perspective and the communication failure of the result perspective.Communication loss can be divided into not establishing communication,no communication intention and intentional avoidance of communication and other situations.In the process of local government information transmission in China,the common communication distortion is information block,information loss and information deformation.Communication failure occurs between the upper and lower levels of the government organization and between the equal levels of the government organization,such as behavior of deceiving the superior and concealing the inferior.Problems existingbetween the local government organization and the administrative audience mainly include delaying affairs and beautifying crises.The overlapping of vertical and horizontal organizations,the multifunction of government affairs,the maintenance of departmental interests,the pursuit of leaders' political achievements,etc.,they will have an impact on the local government miscommunication.According to the information theory and cybernetics,from the five elements of information source,channel,basis,environment and terminal,we can analyze the causes of miscommunication of local governments in China.To be specific,there are some problems,such as neglecting the situation between subjects,misjudging the value of communication,single communication information transmission,improper administrative communication,and tainted administrative communication environment,etc.There is still a long way to go to improve the administrative communication of local governments in China.At present,from the causes revealed above,based on information theory and so on,we can make the following Suggestions.From the basic process of administration,it can be summarized as follows: establish effective administrative communication organization structure,establish a strong administrative communication system,cultivate good administrative communication skills,improve the universality of administrative communication language and create a clean administrative communication environment.
