Research On Change And Development Of The Local Government's Emergency Communication

In the age of risk society,accidents are becoming more and more frequent,especially the environmental problems which threat the living environment of human beings.The increasing frequency of group events caused by risk environment has been attracting more and more social attention.Based on the basic relationship between the risk environmental group events and local government's emergency communication,from the macro point of view,this paper summarizes three evolutionary processes of twenty typical risk environmental group events,which contain the fermentation period,the eruption period and the recovery period,in the last decade from 2006 to 2017,demonstrating that the governance mode of local government's emergency communication is transformed from the governance mode of passive response to the governance mode of active communication.After analyzing the mode transformation of local government's emergency communication,from the micro point of view,this paper selects a case analysis,from the struggle to the landing of “The event of Yuhang Zhongtai garbage incineration site selection”(2014-2017),which is a successful breakthrough of risk management dilemma,and takes Tri-Partition Theory(Government-media-public)as the research framework,combined with the theory of Peirce's Tri-Partition Theory,to delve into the interaction of communication between each communication objects in that event and build a new model of local government's emergency communication,focusing on consensus,for the risk environmental group events.In the Internet age,the new communication mode needs more attention and Peirce's Tri-Partition Theory fits the construction of this mode.As a result,this paper puts forward the key idea about the innovation of the mode of local government's emergency communication based on the above analysis,focusing on three dimensions:Resource integration,local government promotes the active communication strategy and to embed the media agenda;Public demand,local government builds transparent decision-making systems and take the public as a centre of communications;Rationaldiscourse,local government creates critical relationship systems and plays a role of guide.
