With the rapid development and wide application of the Internet, the Internet opinion not only changes the national political ecology, but also changes the citizens’ society participation approaches, which gives rise to great challenges to the government on its capacity of managing the public opinion and its work on the ideology. Due to various reasons, Hangzhou city obtains a higher attention from the public, which can lead to severe public opinions. Consequently, it has a significant practical and theoretical meaning to research the construction on the capacity that local government reacts to the Internet public opinions based on Hangzhou case.In the thesis, firstly, we state the reasons that why this topic is chosen, and review the related researches. Secondly, through the illustration of theories on the local government response to the Internet public opinions, we introduce the definition, characteristics and mechanism of the Internet public opinions. We study the concept and elements of the Internet public opinions, and investigate the theoretical foundation of the local government response to the Internet public opinion based on social psychology, communication sciences, public relations and crisis management. Thirdly, we analyze several recently happened typical cases of how Hangzhou government reacted to the Internet public opinions. In particular, we study the "8.4" traffic accident case, the double vehicle restriction case, and the "Zhong Tai Jiu Feng" event case. Through the case studies, we discover the deficiencies of the current government response to the Internet public opinions and reveal its reasons. Finally, we propose some policy suggestions on how to enhance the government response to the Internet public opinions.There are two original ideas in this thesis. One is that we analyze the necessity and efficiency of the government response to the Internet public opinions from social psychology, communication sciences, public relations and crisis management aspects. Another is that we propose policy suggestions on how to enhance the government response to the Internet public opinions based on the effects of psychology.
