Deviation And Compliance Under Document Governance

As a social and cultural phenomenon,"playing cards with colors" has been circulating for a long time,especially in Y city.In recent years,with the economic development of Y city,the trend of playing cards with color is prevalent.Some Party members,cadres and ordinary people are obsessed with playing cards with lottery,which has become a thorny social problem hindering the social development of Y city.In order to fully implement the requirements of the Central Committee,F Province and Y Municipal Committee on improving work style and strict management of cadres,and to rectify the style of "playing cards with colors" of Party members and cadres and the people,Y City has issued the document of changing customs and customs to rectify playing cards with colors,and carried out special management actions.By choosing some urban communities and villages in Y city of F Province as research units,adopting interview method and non-participatory observation method,using sociological theory,this paper makes an empirical study on Y city governance with color playing cards.Describes the background and the process of document governance of Y city,as well as the attitudes and reactions of Party members,leading cadres and ordinary people in the process of document governance.On this basis,the relationship between document governance and local social ecology is analyzed,and the problems in each stage of document governance are discussed.The research shows that the document management of Y city has achieved actual results,and the document management has played an important role in the government's social control.But there are also some problems in the process of document governance,such as the contradictions and conflicts between document governance and Party members and cadres,the improper grasp of the density,rigidity and extension of punishment,which leads to the over-strict social control,and so on,which affects the normal social life of various groups.Facts have proved that the balance between the goal setting of document governance and the means of controlling the implementation of documents is related to the effectiveness of document governance.
