Research On Public Infrastructure Construction Based On PPP Model

Because of the limitation of tax revenue,the government can no longer support the rapid growth of public infrastructure investment demand by financial revenue alone.Under this situation,private capital has been promoted to enter the field of public infrastructure construction,resulting in a public-private joint venture model-PPP model.Then there are many problems in the application of PPP model because of the lack of risk sharing rules between government and private enterprises.Therefore,it is of great theoretical and practical significance to effectively solve the risk-taking problem of PPP model for promoting private enterprises to participate in public infrastructure construction projects,alleviating the pressures of current government public infrastructure construction and meeting the market demand of public utilities.In this paper,we study how to use PPP mode to construct public infrastructure projects.Based on the current situation of PPP mode application of public infrastructure,this paper firstly analyzes the existing problems during the application of PPP mode in China by means of field research.At the same time,it takes M city as a typical city to analyze the problems arising from the application of PPP mode in domestic public infrastructure construction at the present stage.The conclusion is that the main problems in the application of PPP model in public infrastructure are as follows: the strong position of the government leads to the unreasonable distribution of risks and benefits,the shortage of professional talents leads to the imperfect project operation mechanism,and the lack of profitability leads to the low willingness of social capital to participate.In order to better implement the PPP mode in promoting the construction of public infrastructure in our country,combining with the domestic and foreign relevant results and the actual situation of M city,respectively from the optimization of the conditions of the public infrastructure PPP mode standard,tries to build up the PPP mode of talent team,optimize the profit pattern of infrastructure PPP three aspects put forward the corresponding countermeasures and Suggestions.The research results of this paper have key practical and theoretical significance to promote private enterprises to participate in the construction of public infrastructure projects,relieve the pressure of the government to build public infrastructure at the present stage,and meet the market demand of public utilities.However,it should also be noted that due to the limitations of their own level and time,there are still deficiencies in this study.For example,the risk sharing mechanism of each participant in the PPP model,the responsibility division of government and private capital,the solution to the problem of information asymmetry and other issues need to be further studied in the future.
