Study On The System Reform Of Trusteeship-type Technological Development Research Institutions

Under the background of the gradual maturity of the socialist market economy system with Chinese characteristics and the continuous improvement of the level of economic development,the market-oriented reform of scientific and technological system shows defects,and the development of some scientific research institutions that improve the overall competitiveness of the country and provide scientific and technological support for the society have been weakened.Since the Eighteenth National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as its core has focused on implementing the strategy of innovation-driven development.On the basis of strengthening and improving macro-management and invigorating micro-subjects,it has re-emphasized the social benefits of science and technology and focused on the spillover effects of scientific research.By further deepening the reform of science and technology system,giving full play to the supporting role of scientific and technological innovation in economic and social development,and striving to enter the forefront of innovative countries in 2030.The reform of scientific research institutions belongs to the category of public governance.The way of public governance is not only top-down,but also bottom-up,even extending and spreading from the middle up or down.This characteristic of public governance provides us a way to think in multi-dimension and analyze similar problems from different perspectives.This paper is different from most of the methods discussed from the top-down perspective of strategic height,but uses the bottom-up public governance ideas to systematically elaborate and analyze the system reform of Guangzhou Semiconductor Materials Research Institute(GSMRI)as a trusteeship research institution.This paper introduces the historical evolution and present situation of GSMRI,its historical origin and affiliation with trusteeship unit,the process and existing problems of system reform.With the help of public governance theory,national innovation system theory,incentive theory and market failure theory,it ponders and analyses the historical issues and new problems arising from the reform.Drawing on the experience of domestic and foreign scientific and technological system reforms to propose further deepening institutional reforms for GSMRI,including: academies and institutes should be managed by the administrative departments of professional scientific research institutions,implementing the system of combining financial check and compensation with production and operation,making reasonable arrangements for social security and employee welfare with reference to housing system reform,solving the problems left over by history and carrying out socialized management for retired workers inundertakings,providing a stable and favorable scientific research environment for the construction of talent team,really implement the distribution policy oriented by knowledge value,and accelerate the construction of incentive system and performance appraisal system.It is also pointed out that these suggestions have exemplary implications for the next reform of technology development research institutions under other trusteeship-type and public welfare research institutions.
