This thesis mainly studies the localized cognition of the content and motivation of the grassroots civil servants in China under the influence of Confucian culture,and the relationship between the grassroots civil servant engagement and organizational justice,organizational support and organizational identity.Based on the Grounded Theory,this study explored the cognition of the content and motivation of grassroots civil servants in China based on the traditional Chinese culture,and explored the structure and dimensions of grassroots civil servant engagement through structural research.Then this study constructed the localization scale of civil servant engagement,the scale includes three dimensions: craftsmanship,initiative and public servant consciousness with 13 items.The research shows that the scale has good reliability and validity.In the second study,the quantitative research method is used to explore the relationship between grassroots civil servant engagement and organizational justice,organizational support and organizational identity based on Chinese traditional culture.The research shows that organizational justice is significantly positively correlated with engagement;engagement is positively correlated with organizational identity;organizational justice is positively correlated with organizational support;organizational support is moderately positively related to engagement;organizational support is partially mediating between organizational justice and engagement.Combined with the conclusions of this paper,this paper proposes four public human resource management countermeasures such as constructing fair and equitable organizational procedures,targeted internal incentives,perfecting the organizational values training system and creating a positive organizational atmosphere.
