As the main force of the civil service,grass-roots civil servants are the most direct providers of social public services.The working status of grass-roots civil servants will directly affect government credibility and government performance.However,the changes in social economic and government functions have put forward higher requirements on the physical,psychological and abilities of grass-roots civil servants.At present,grass-roots civil servants are gradually showing a low level of professionalism due to problems such as high work pressure,high work intensity,and limited development.In the critical period of building a service-oriented government,the improvement of grass-roots civil servants' professionalism is an issue that the government urgently needs to solve.In order to achieve incentives for grass-roots civil servants,the government has successively introduced relevant systems and regulations which are about the parallelism of civil servant positions and ranks.However,in order to give full play to the role of the system,it is necessary to dig out the factors that affect the professionalism of grass-roots civil servants and take appropriate measures.Fairness,as an important part of the motivation theory,is the basis of social exchange relations and the norms of social life.How to improve the professionalism of grass-roots civil servants from the perspective of fairness is a problem that our government needs to think about.At the same time,for grass-roots civil servants,in the face of tedious and complex work content,the support and care from the organization is indispensable,and whether this support and care can play a role in the process of improving the professionalism of civil servants is also worth studying.Therefore,this paper introduces three variables of organizational fairness,professionalism and organizational support,and explores the impact of grass-roots civil servants' organizational fairness on their professionalism and the role of organizational support.This paper summarizes the concepts of organizational fairness,professionalism,and organizational support by combing the literature,and based on the fairness theory and social exchange theory,designs a research model for grass-roots civil servants' organizational fairness,professionalism,and organizational support and proposes the research assumption.This research takes grass-roots civil servants as the object of investigation,and verifies the hypothesis of this paper by analyzing the data which is obtained through the questionnaire surveys.According to the results of empirical analysis,it is found that the perception of grass-roots civil servants about distribution fairness,procedural fairness,and interactive fairness has a positive impact on their professionalism,and organizational support plays the intermediary role.Based on the results,the paper proposes measures to improve the level of grass-roots civil servants' professionalism by improving their sense of fairness and organizational support,which can help the government improve the management level of grass-roots civil servants and achieve the goal of building a service-oriented government.
