Research On The Problems And Countermeasures Of Local Government In Promoting The Construction Of New Smart City

With the economic development and social progress,"urban disease" has become an important problem restricting urban development.At present,China is in a decisive period of building a moderately prosperous society in an all-round way and a critical period of economic transformation and upgrading.To build a smart city has become a key means to solve this problem and promote a better development of the city.The continuous promotion of urban modernization and the proposal of new development concept endow the smart city with new connotation and new requirements.The new smart city has become a new social form with Chinese characteristics and new development.In the social development and urban construction,the local government plays an important role.It uses its own functions to improve the level of urban development and speed up the efficiency of intelligent construction.At the same time,the informatization and convenience of the new smart city also provide more intelligent construction,management and implementation methods for the government's decision-making,and promote the transformation of the government to a service-oriented government.But the local government of our country also encountered many problems in the construction of smart city.In this paper,Hengshui new smart city construction as the research object,from the perspective of local government functions,using literature analysis and comparative research,targeted local government in the construction of smart city innovation management methods and methods.First,the concept,characteristics and construction content of the new smart city are analyzed.Secondly,it studies the evolution process of smart city construction in China and the effectiveness of local governments in smart city construction.At the same time,it points out the problems in the construction of Hengshui new smart city,and then analyzes the causes of the problems.Then,through the analysis and summary of domestic and foreign excellent local government smart city construction cases,we can get some enlightenment.At last,the paper puts forward some suggestions for the problems existing in the localgovernment at this stage.The government should strengthen the function of industrial planning,promote the innovation and development of smart industries,and accelerate the wisdom of traditional industries;strengthen the supervision function,build the information security system,and promote the intensive construction of information infrastructure;strengthen the service function,strengthen the cooperation between government and enterprises,and promote the construction of smart people's livelihood service;strengthen the social management function,attach importance to top-level design,unified planning,and promote Intelligent construction of urban public management to improve the overall planning of urban management.
