| Cities make life better,and wisdom makes people in cities happier.The 19 th National Congress of the Communist Party of China proposed strategic deployments such as building a country with advanced science and technology,strong cyber as well as a digital China,a smart society,and promoting the deep integration of the Internet,mega data,artificial intelligence,and the substantial economy.In the Symposium of National Network Security and Informatization Work,General Secretary Xi Jinping proposed that,‘ it is necessary to promote the modernization of the national governance system and governance capacity by informationization,to coordinate the development of E-government affairs,to build an integrated online service platform,to promote the construction of new smart cities by levels and classifications.'With the advancement of science and technology and society,urban development has new requirements and directions.The development of traditional smart cities to new smart cities has become an inevitable trend,and the construction of new smart cities has ushered in rare opportunities for development.It has gradually become a hot topic in current academic research,that how to speed up the construction of new smart cities,for integrating the Internet,mega data,artificial intelligence and other organic with urban construction,so as to better serve regional political,economic,cultural,social and ecological development.Taking the construction of new smart city in Jiangjin District of Chongqing as the research case,This dissertation summarizes the prospects,basic conditions,development history and exploration practice of the construction of new smart city in Jiangjin District,analyzes the problems and reasons of the construction,and then put forward reasonable suggestions for the next step to accelerate the construction of new smart cities in Jiangjin District.In addition to the introduction and conclusion,the dissertation is divided into four parts.The first part mainly elaborates the related concepts of digital China,smart city,new smart city,and the basic theoretical resource of smart city construction research,such as urban governance theory,knowledge city theory and smart government theory.The second part mainly analyzes the basic opportunities of good opportunities,basic conditions,development history and exploration practice in the construction ofnew smart cities in Jiangjin District of Chongqing.The third part mainly summarizes the problems which existing in the construction of new intelligent city in Jiangjin District of Chongqing,such as the insufficient of intensive information infrastructure,the phenomenon of isolated information island,the low satisfaction of people's experience and the lack of follow-up planning and construction,and analyses the causes of these problems from the aspects of regional development,information sharing,public participation,investment and financing systems.In view of how to speed up the construction of a new smart city in Jiangjin District under the new situation,the forth part proposes the suggestions and countermeasures on speeding up the construction of new smart cities in Jiangjin District of Chongqing from these seven aspects,such as strengthen top-level design and constructing the integrative framework of smart city system;accelerate the application of emerging technologies and focus on building the foundation of smart cities;encourage pilot projects and implement a batch of smart projects according to local conditions;break down the information barriers and strengthen the integration and sharing of various information resources;adhering to the people-oriented principle and improve the intelligent public service for the benefit and convenience of the People;optimize supports and explore long-term mechanisms for sustainable development;strengthen various types of risk prevention and build a safe and stable protection system. |
