Local Government Public Service Optimization:Realistic Predicament And Perfecting Path

In recent years,the world-wide urban informatization development is surging,new type smart city construction is in the ascendant.Big data,cloud computing,artificial intelligence,mobile Internet,intelligent networking,Internet of things and other new generation of information and communication technology have made rapid progress,which has profoundly changed all aspects of urban production and life,and promoted the transformation of urban public service mode.The deep integration of the information technology revolution and the whole process of the city development has opened a new mode for the urban civilization transition.The construction of a new type of smart city has become the basic path for optimization of local government public service from traditional to modern intelligence.and the only way for all countries to optimize the urban public service and improve the urban quality.This paper attempts to investigate the connotation of the new type smart city and the opportunities and challenges brought about by the construction of the new type smart city to the optimization of public service,combining with the concrete case analysis of the pilot work of the construction of the new intelligent city in Jinhua,Zhejiang Province.This paper probes into the difficulties and causes of the optimization of public services under the background of the construction of new type smart cities,and then puts forward some suggestions for optimization.The paper is divided into seven parts:The first part is the introduction,which mainly introduces the research background and research significance of the topic,and makes a literature review of the related research results both at home and abroad,and then illustrates the research ideas and methods,and the possible innovation and research difficulties.The second part,this paper focuses on the interpretation of the connotations of local government,new type smart city,public service,and new type smart city public service optimization.It defines the respective concepts and characteristics of local government,new type smart city,public service,and new type smart city public service optimization,and analyzes new public management theory,new public service theory and governance theory.The third part,this paper focuses on the opportunities and challenges of the public service in the process of the new type smart city construction.First this paper summarizes the changes of public service mode in our city,and then discusses the new type smart city construction gives public service development of the new value,points out that the new type smart city construction effective integration of the public service supply subject,enhance the connotation of public service,innovate the public service system.At the same time,it also poses a new challenge to the content of public service and the main body of public service.In the fourth part,this paper takes the current situation of the pilot project of new type smart city construction in Jinhua City,Zhejiang Province as a specific case,and summarizes the unique policy environment of Jinhua City's new type smart city construction work and its development in smart infrastructure construction and smart public service development.The fifth part,this paper analyzes the existing difficulties and causes of the public service in the construction of the new type smart city in Jinhua.The study found that there are many predicaments in the construction of smart public service in Jinhua such as the contents of public service optimization are alienated,the main body of public service optimization is single,the carrier of public service optimization is separated,and the guarantee for public service optimization is weak.Correspondingly,combined with the reality of new type smart city construction in Jinhua,this paper summarizes the causes of every realistic predicament.The sixth part,this paper puts forward the path of optimization of specific public services based on the theories of new public service theory and governance theory.The first is to improve the public service optimization planning process;the second is to strengthen the multi subject cooperation network optimization of public service;the third is to strengthen the "Internet plus public service" construction;the fourth is to build a network security system of public service optimization.The seventh part is the conclusion and the prospect,concretely summarizes the theoretical viewpoint explained in this article,and looks forward to the optimistic prospect brought by the technological and institutional innovation in the new type of smart city construction and the possible further improvement in the related fields in the future.
