Research On The Construction Of Youth Voluntary Service System In Hebei Province From The Perspective Of System Analysis

The development level of voluntary service is an important reflection of the level of economic and social development,an important indicator of a country's civilization,and an important part of the modernization of its governance system and capacity.Youth volunteer service is an important part of socialist volunteer service with Chinese characteristics,a vivid carrier for the communist youth league to practice and educate people,and one of the best ways for young people to learn,understand and practice the core socialist values while young volunteers have become the main force in all kinds of voluntary services.Chairman Xi once pointed out that the cause of Chinese youth volunteers is a great initiative of the communist youth league to innovate in the field of work and serve the needs of society under the new historical conditions and the leadership of our party.In the process of completing the building of a moderately prosperous society in all respects,the all-round development of economic,political,cultural,social and ecological progress has provided new opportunities for the development of young volunteers,the development of new technology and information technology poses new challenges for the development of young volunteers and the change of young people's study,life,work and thinking mode puts forward new requirements for the development of young volunteers' career.The fourth plenary session of the 19 th CPC central committee put forward the clear requirements of "improving the system of volunteer service",which pointed out the direction for the development of youth volunteer service in the new era.In recent years,youth volunteer service of Hebei has developed.The number of young volunteers has grew in successive years and youth volunteer service team has been formed a certain scale.In the service content,ways of work and activity carrier continuous innovation,we have created a unique Hebei youth volunteer service models and brands,which have a certain social benefits for youth volunteers to realize self-worth,cultivate social responsibility to build the platform.However,there are obvious deficiencies in the construction of the youth volunteer service system.To solve the problem of the construction of the youth volunteer service system in Hebei province,in this paper,based on the theoretical perspective of system theory,using system analysis method,the author clarifies the theoretical connotation of theyouth volunteer service system,defines its' practical extension,which includes organization system,the project system,institution system,cultural system and social support system and so on.On this basis,this paper analyzes the sub-systems of the construction of youth voluntary service system in Hebei province one by one,and points out the existing problems,such as imperfect organizational system,project system,and system construction,meanwhile cultural system construction is relatively backward,and social support system need be further improved.The author also clarifies the development ideas and priorities,and proposes some advice on the organization system,the project system,institutional system,cultural system,and social support system to explore youth volunteer service systematic development path under the present actual situation in our province.It also provides theoretical inspiration and decision-making reference for youth volunteer service system construction in Hebei province.
