Japan's geopolitical and national characteristics have important implications for Japan's maritime security policy.As an island nation on the west coast of the Pacific Ocean,Japan has a small land area,a high dependence on marine resources,and a high emphasis on maritime routes trigger a strong sense of crisis,which in turn stimulates the strategic positioning of its maritime powers and competes for dominance over the wider seas.In addition to the maritime trade attributes,the Japanese nation is also belligerent and offensive.In the post-war foreign policy framework based on Japan's "economic diplomacy," Japan's maritime security served the "trade-based" policy.Since the end of the Cold War,major changes have taken place in Japan and abroad.The strategic thinking of modern ocean expansion has been revived in various ways,and the realism and expansionism of its marine security strategy have become more intense.Japan actively responds to the entry into force of the United Nations Convention on the Law of the Sea and promptly revises relevant domestic laws.Japan promotes the sending of the Self-Defense Forces overseas,strengthens the US-Japan alliance,and raises the Japanese theory of the ocean to prepare for public expansion of the ocean.The formulation and implementation of the Abe Marine Security Policy has its special international and domestic background.From an international perspective,there has been a substantial change in the comparison of East Asian power.The strategic investment of its traditional ally,the United States,has also been adjusted,and the "Asia-Pacific rebalancing" policy has been proposed.From a domestic perspective,Abe set up a cabinet for the second time and proposed a more mature foreign policy,namely,the values of diplomacy of "the arc of freedom and prosperity" and "active pacifist" diplomacy,laying the foundation for the adjustment of its marine security policy.Domestic political forces tend to be concentrated in partisan competition,presenting a "one strong and one weak" pattern,creating a good environment for the Abe government to adjust its foreign policies and marine security policies.The promulgation and adjustment of the Abe government's marine securitypolicy are the result of a series of factors.The most basic goal of Japan's maritime security policy is to continue to maintain and strengthen the Japan-US alliance,maintain its strength and status in East Asia,expand its influence in the Asia-Pacific region,and enhance its maritime defense capabilities.Abe's marine security policy mainly includes four dimensions: marine law,marine development,marine security and marine diplomacy.Since Abe took office,he has attached great importance to specific legislative work on marine issues,and has continuously formulated and revised relevant marine laws and regulations,thereby creating a relatively complete marine legal system.Based on the Basic Ocean Law and the first phase of the Basic Ocean Plan,the Abe government promulgated and implemented the second and third phases of the Basic Ocean Plan.Secondly,the Japanese government actively supports the development of the marine industry,shifts its energy policy to the ocean,increased its strategic deployment of marine resources and energy development,and promotes the transformation of marine fisheries,focusing on marine development technology research.Then,In the early marine policy of the Abe government,more attention was paid to resource and energy development,but in the recent past,it has gradually got rid of the post-war system,vigorously rendered threats to surrounding marine security,gradually placed marine security on the priority of the Japanese marine security agenda,and expanded the national marine defense force."National normalization." Japan has arrogantly exposed the so-called security situation in the waters surrounding Japan and the threat to Japan's maritime rights and interests,and has taken the opportunity to improve maritime security measures and strength.Fourthly,Japan actively develops maritime diplomacy,expands the content and functions of the Japan-US alliance,proposes a Japan-US-Australia-India multilateral strategic mechanism,and launches the Arctic strategy.The marine security policy of the Abe government poses severe challenges to the security environment around China.Since Abe joined the cabinet,he has tried to use values ??and ideology to construct a new pan-East Asian architecture,and use the foundation of the Japan-US alliance to include India,Australia,and New Zealand andother countries outside East Asia,in order to expand the coverage of “East Asia”Scope and balance China's gradually prominent dominance in the Asia-Pacific region.The Abe government's maritime security policy not only strategically encircled China,but also triggered disputes over the "Three Seas" issue between China and Japan and increased the risk of maritime conflicts.Facing the rising maritime security conflict between China and Japan,China should build a powerful modern maritime force,not only a strong navy,but also a maritime administrative law enforcement force and a maritime social force;strengthen maritime crisis management and control,and build a maritime security crisis Management mechanism to effectively avoid emergencies;strengthen the security dialogue between the two countries at the government level,people to people diplomacy and multilateral dialogue mechanisms;build a favorable marine diplomatic environment,handle relations with the United States,and accelerate the advancement of "21st Century Maritime Silk Road" initiative,in order to enhance China's local discourse power and influence,thereby weakening Japan's discourse power in the region and eliminating its negative impact on ocean issues.
