Research On The Compound Governance Model Of The County Center Community In The Process Of Urbanization

Under the background of rapid urbanization,the community is the epitome of the grass-roots social governance in China and the frontier position of exploring the innovative practice of the governance model.China's complex social problems and governance resistance,"multi-dimensional common governance" and "multiple cooperative and complementary community compound governance models" are more suitable for the needs of the times than traditional,single governance models during the rapid transition period.The county center community in the process of urbanization refers to a relatively high-level urban community or a pilot community for governance innovation within the county,taking into account the advanced experience of urban community governance in governance ideas and practical paths,while focusing on the actual development of local communities.It shows a kind of compoundness.First of all,the article combines the current situation of social governance in China.Based on combing the domestic and foreign research on "governance theory" and "compound governance theory ",this article believes that the compound governance model has outstanding advantages and is a necessary choice for the grassroots community governance path.This paper innovatively introduce the ecosystem theory perspective of social work,and explain the similarities and differences between the concepts of governance and compound governance.The purpose is to grasp the compound governance concept and its advantages more clearly.Secondly,analysed the basic situation and governance status of W community from the perspective of the theory of social work ecosystem,and draw a diagram of W community ecosystem.W community governance is faced with the problems of multiple governance subject connections but no linkage,lack of community community,inadequate development of social organizations,and administrative services in the community.However,by gradually transforming and exploring new governance paths under the concept of compound governance,specific measures such as party building leadership,policy coordination,building community complexes,and building smart communities have effectively improved the levelof community governance.Inspired by this,the article combines the analysis of the new opportunities and governance difficulties faced by W community and the transformation exploration under the thought of compound governance,summarizes the connotation of community compound governance,which is essentially a model of "multiple complementarity,integration and linkage,mechanism coordination ",and presents the characteristics of a weak hierarchical relationship between multiple subjects,interactive governance by partnership,all-round network governance structure,and continuous endogenous power of function.Afterwards,the article attempts to design a governance model and architecture for the composite governance of urban communities represented by "party organizations,governments,communities,social work,and residents".Meanwhile,the paper gives an overview of the specific objectives,operating mechanisms and specific paths to be achieved by different subjects.Generally speaking,the community compound governance model is a stable and open,circular endogenous form,emphasizing residents' self-governance and community co-governance.The emphasis on party building elements helps promote grassroots democracy.At the same time,democratic autonomy also forms the foundation of compound governance,thereby forming an endogenous driving force for sustainable governance.Finally,aiming at the shortcomings of the current research on the operation mechanism,governance structure and realization path of community complex governance,this paper expounds in detail the five-in-one community compound governance mechanism and path of "party building compound community governance,building a capable government,building community building to enhance residents' identity,developing complex social work and strengthening residents' autonomy ".This paper is devoted to promoting the research progress of the compound governance model of community in the new era at the theoretical and practical levels,paying special attention to the role of professional social work in the community compound governance model,and to promote the modernization of the national governance system and governance capacity in China at an early date.
