Since current society is in rapid development, the status of material capital can not be compared with that of human resources which constitute the most strategic resources no matter for enterprises or for government sectors. The quality of government sectors’ human resources always concerns their operational efficiency, authority among citizens and even the strength and position of the whole nation in the international community. With respect to public sectors, the development and the employment of human resources especially have an influence on the comprehensive national strength of one nation. Among four steps of talents selection (selecting, cultivating, applying and keeping talents), selecting, also the personnel recruitment, is the first and key step as the quality of recruitment has a far-reaching influence over the quality of government sectors staff.Based on the analysis of the recruitment of basic-level government sectors in China and the comparison with current situation of recruitment in developed countries, this thesis reveals existing problems in the current recruitment of government sectors in China and discusses the approach to improving the recruitment. This thesis first reviews relevant theories on human resources management and recruitment, then analyzes the traditional personnel management system of government sectors in China and sums up problems in the basic-level government sectors’ recruitment in China by taking the specific recruitment of certain basic-level government sector as an example. Last, this thesis reaches enlightenment to Chinese government sectors’ recruitment through the analysis and study of the recruitment of foreign government sectors and proposes the optimization measures for the recruitment of government sectors:firstly, the recruitment system of government sectors should be improved; secondly, the perfect working mechanism of government sectors’recruitment should be established; thirdly, the methods and techniques of developed talent assessment should be explored; fourthly, various forms of supervision system should be set up.
