Research On The Deep Integration Of Government Procurement And The Internet In The View Of The Reform Of "Decentralization,Administration And Service"

In October 2017,in a report to the 19 th national congress of the Communist Party of China(CPC)on deepening supply-side structural reform,general secretary Xi Jinping proposed to "further integrate the Internet,big data,artificial intelligence and the real economy".In this context,China's provincial and municipal governments have launched the "Internet +government procurement" system in the field of procurement.In June 2018,the state council issued the implementation plan for further deepening the reform of "Internet + government services",which for the first time linked the two concepts of "decentralization,administration and service" reform with the construction of "Internet + government services",clearly requiring "deepening the reform of supervision,administration and service" and accelerating the development of "Internet + government services".The reform involves the modern government's management of social,political,economic,cultural and other public affairs.Government procurement as a kind of advanced public expenditure management system,as the Internet,cloud computing,big data is widely used in the field of government procurement,government procurement and the depth of integration,deepen the reform of "pipes" is the topic of and the inevitable requirement,is now in the whole flow of system construction and electronic bidding and procurement aspects to achieve the leap development of the scale can not only improve the government efficiency,also can make full use of the existing administrative resources,greatly improve the administrative efficiency,thus completely change the traditional administrative mode in our country,but how to delegate rights,what rights we should delegate and how to realize the deep integration of government procurement and Internet is a worthy subject that we need to pay attention to and solve.In this paper introduce the basic concept of government procurement "Internet +" and "Internet +" both at home and abroad based on the current situation of the development of government procurement,this paper introduces the development of China's "Internet +" government procurement of history and reality,analysis the current Internet and government procurement integration development still exist in the process of fusion is not enough depth,breadth,way is uneven and low efficiency of the government procurement,and with the current Hohhot in the context of "Internet +" "pipes" reform practice exploration.This paper analyzes the problems of using Internet tools to deepen the reform of "administration,administration and service" in Hohhot,the online electronic trading system is not unblocked,the contract filing work is not complete,and the electronic bid opening and evaluation has not realized the whole electronic dynamic supervision,and analyzes the reasons for its existence.To realize our country government procurement and the Internet fusion depth,strengthening the big data technology,the combination of electric business platform with government procurement platform,promote the construction of management integration,speed up the Internet and government procurement integration innovation,strengthening the construction of professional personnel,establish and improve the system of government procurement laws,regulations and relevant countermeasures and suggestions.
