Research On The Coordination System For Deep Integration Of Civil And Military

A new round of technological revolution has swept the world,and the emergence of a large number of disruptive innovations has a huge impact on the global development process.Following the development trend of the world's military change,the development of military-civilian integration has become a national strategy,which is of great significance to national defense and economic construction.This change has broken the original system and system,redefined the responsibilities of organizations at all levels,and readjusted the participants Interests.The military-civilian integration strategy drives China to choose to develop strategic emerging industries,and the development of strategic emerging industries will inevitably give birth to many disruptive technological innovations.These disruptive technological innovations play an important role in industrial reform.This study uses the synergy theory as the theoretical basis to study the development of China's military-civilian integration and innovation.It also compares and analyzes the development of military-civilian integration in the four countries of the United States,Japan,Russia,and Israel.Incorporate useful experiences for development.Then use the evolutionary game method to build an evolutionary game model of military-civilian fusion and collaborative innovation.On the premise that both the military and the civilians choose collaborative innovation as their own behavioral strategies,establish a three-party game model of government,military,and civilians.Coordination between the two parties.Finally,in view of the problems existing in the coordinated development system of military-civilian integration in China,we propose optimization proposals from the three levels of the state,the department,and the private sector,and unify the policy information,resource circulation,and achievement display among the three levels vertically.Under the premise of national information security,the development process of military-civilian integration will be transparent,the efficient flow of information will be realized,the rational use of talents will be avoided,and various resources will be wasted.
