Study On The Problems And Countermeasures Of "Villages Managed By The Rich"

At the beginning of this century,the Chinese government proposed a policy that ‘villages managed by the rich'.Under the background of “two leading”policy,the rural rich people gradually grow into the main body of village governance,which is not only affected by the change of complex economic environment,but also the result of the guidance of national policy.From the theoretical point of view of elite governance,this paper analyzes the causes of the phenomenon from three aspects: government,rich people and ordinary villagers,takes the Y village as an example to analyze the present situation,and focuses on exploration of the predicament of their development.Based on this,this paper tries to put forward some feasible measures to get rich people out of the difficult situation of governance from the angle of establishing supervision mechanism and standardizing the way of governance.The whole article is divided into five chapters,the first chapter,the main content of this chapter is the introduction of the research background of ‘villages managed by the rich',as well as the review of other scholars research results in related aspects.The second chapter,this part of the article from the micro perspective,analysis the causes of the phenomenon.Taking the Y village as the starting point,this paper thinks about the history of the change from the political elite to the economic elite in Y village,the guidance of government,the rational choice of the rich and the balance of the interests of the villagers.The third chapter,mainly from the political life,the economic production,the cultural life analysis the change in the village,explores the influence to the grass-roots democratic autonomy.This paper explores the dual influence of the economic elite as the main body of village governance on democratic governance at the grass-roots level from the perspective of the change of governance subject and governance mode.The fourth chapter,mainly from the conflict between the needs of the rich cadres and public power,village-level profit-sharing appeared analysis the difficulties in practice.The fifth chapter,mainly on how to make rich people running villages out of the predicament of the countermeasures.This paper mainly focuses on the three main bodies of township government,village cadres and villagers,and explores the ways for the rich to get rid of the difficulties by establishing the supervision mechanism of the village administration work from the township government,perfecting the examination and training mechanism of the village cadres and enhancing the balance ability between the villagers and the rich village cadres.
