Research On Phenomenon Of Villages Managed By The Rich Under The Villager Autonomy

This article is based on the practice and theory of village governance after the implementation of villagers autonomy,analyzes the changing characteristics and influence of mass self governance practice after the occurrence of village governance practices in the rich villages,in order to analyze the mechanism of villages managed by the richat the grass-roots government.After the practice of villagers' autonomy,the rich people in the developed areas entered the village cadres by virtue of their personal economic capital and the government "double strong double guide",and gradually replaced the village traditional political elite.After the emergence of the villages managed by the rich,the characteristics of village governance change,public and private are not distinguished,social exclusion and village public loss followed.This study will analyze the generation,characteristics and influence of village governance on the villagers managed by the rich,summarizing the measures and mechanisms of the local government in regulating the rule of the villages managed by the rich.Villager autonomy is the most important carrier of grassroots governance at present,which connotation is self-management,self education,self service and self supervision of grassroots people,which is filled of autonomy of the masses.Since the promulgation of the?Organic Law of the Villagers' committee(Tryout)?in 1987,formally adopted in 1998,and was revised and perfected in 2010.Through different stages of development and gradual improvement,villagers' autonomy is still exploring a variety of effective forms of realization,in order to achieve effective village governance in line with the local conditions.The practice of villager autonomy has been developing for over 30 years,not only improving the legal system,but also playing an important role in grass-roots governance practice.In this study,the villagers managed by the rich refer to the economic elite who are "leave the soil but not leave the village",which through the election of village cadres to obtain village governance power.The villagers managed by the rich first occurred in the economically developed areas such as Zhejiang.The differentiation of economic income resulted in the differentiation of the social strata of the village,and the economic elites transformed into political advantages through economic advantages to win the election in the village cadres' election.The logic of the villagers managed by the rich is different from the previous traditional political elite: first,with its economic capital and its social network,they can strive for more resources,projects and interests for villages and individuals;secondly,the rich are accustomed to use the market-oriented economic means to deal with the village affairs and break the social relations;thirdly,the villagers managed by the rich will exclude the entry of other groups and lead to oligopoly;finally,the villagers managed by the rich resulting in the loss of public space and lack of supervision.Through this study,it is found that the villagers managed by the rich will cause the village cadres' election threshold,social exclusion,public space loss,public privacy and other problems,which seriously interfere with the grass-roots mass autonomy,and is not conducive to the stability of the rural society.At the same time,it has been found that the grass-roots government of the streets or towns is of great significance to the regulation of the village of the rich.The regulation measures of the grass-roots government not only regulate the adverse effects of the management of the cadres of the rich village,but also activate the mass governance organization of the public representative meeting of the villagers.At the same time,the standard measures of the grass-roots government in the eastern developed areas to the villagers managed by the rich will provide reference experience for the situation of the village in the central and western rural areas which have been presented or appears in future,and also provide the help for the improvement of the mass autonomy of the grass-roots villagers' autonomy in our country.
