Service-oriented government is both a historical category and a contemporary concept. To develop a service-oriented government is not simply a matter of reforming the administration but the political system, which is also a major issue concerning how a government implements good governance and how its people become the real master of their own. The government's rights have been endowed by its people, the master of the country. It is right and proper as well as a sacred mission for a people's government to serve its people whole-heartedly and strive for its people's happiness and well-being.The service-oriented government is defined as a government in the framework of democracy and law, which takes the mission of serving its people, carries out the concept of service, highlights its function of public service, and undertakes the responsibility of serving. Such a government should be people-oriented, open and transparent, law-based in administration, highly efficient and clean. The theories of Marx's public servant, the popular sovereignty, neo-public service, and the Party's serving the people together comprise the theoretical foundations for a service-oriented government.To develop a service-oriented government is the essential requirement in insisting on the Party's purpose of serving the people whole-heartedly. It is also an inevitable demand in implementing the scientific outlook on development and building a harmonious socialist society. Besides, to develop a service-oriented government is the major task in accelerating the reform in the administrative system and strengthening its own construction.Decision-making plays a very important part in the government's work. Whether its decision is right or not closely concerns the development of a region and even the ups and downs of a nation. Therefore, it is critical to develop a decision-making system that comprises the mechanisms of participation, accountability, supervision, and assessment, which is vital for decision-making as a scientific and democratic system. To regulate such a system, a service-oriented government must stick to the principles of serving the people, being highly efficient, open and transparent. It is through institutionalizing the procedures, routinizing the participation, and institutionalizing the accountability that the decision-making system can be further regulated. As a result, a service-oriented government is developed to offer high-quality service to satisfy its people and meanwhile afford them the sense of dignity and happiness.
