In recent years,with the supervision system reform,accredited(exported)institutions reform and other large-scale reforms continue to deepen,the ranks of discipline inspection and supervision cadres are getting bigger and bigger.The diverse sources,complex composition and large number of cadres make the construction of discipline inspection and supervision cadres a new task.Among them,how to evaluate their annual work,is the key to the management of this huge team,is also the key to the inspection of discipline inspection and supervision organs to perform their duties correctly.District level discipline inspection and supervision cadres are an important part of the whole discipline inspection and supervision cadre team.They are directly responsible for the discipline inspection and supervision work at the bottom level.They are at the forefront of fighting against corruption and promoting integrity,and have the closest contact with the grassroots people.However,at present,there are few researches on the performance appraisal system of discipline inspection and supervision cadres by the government and scholars,especially those focusing on district-level discipline inspection and supervision cadres.Therefore,it is very necessary to study the performance appraisal system for district discipline inspection and supervision cadres.How to further optimize the existing performance appraisal system to make it more scientific,complete,targeted and operable is the focus of this paper.This article selects W city L area as the research object,from the district discipline inspection organs,the current performance appraisal system of discipline inspection cadre performance evaluation method to investigate,now L know W city district discipline inspection cadre performance evaluation the status quo,with the new public management theory,organizational behavior theory,target management theory,incentive theory as the theoretical basis,from the district organization setup and responsibility positioning,and cadres of discipline inspection situation,the special investigation into several aspects,such as,consider the evaluation subject,evaluation content,evaluation methods,evaluation results using factors such as,summarizes the problems existing in the current performance appraisal way,The paper also analyzes the underlying reasons,and puts forward a more practical and practical performance appraisal optimization scheme for district discipline inspection and supervision organs.This paper holds that the core problems in the current performance appraisal of district-level discipline inspection and supervision cadres are unreasonable contents,unscientific methods,and improper results.The deep-seated reasons are rooted in traditional concepts,lack of scientific theory and system support,lack of normative responsibility analysis,convergence of assessment indicators,and lack of human resource development concepts:First,the optimization principle and objectives should be clarified.Second,the assessment content indicators should be set scientifically to highlight the characteristics of discipline inspection and supervision work,mainly including the addition of key performance assessment content,the combination of regular and regular assessment,and the weight of scientific balance assessment content.Third,according to the characteristics of the post,the quantitative performance assessment mainly includes the comprehensive departments of the party committee and organs,the inspection office discipline inspection and the annual quantitative assessment of the accredited(exported)institutions.Fourthly,optimize the communication and feedback of the assessment results,including establishing the communication and heart-to-heart mechanism,the complaint and complaint mechanism and the assessment and return visit mechanism;Fifth,strengthen the rigid application of examination results.Starting from the previous five aspects,we will optimize the performance appraisal system of district-level discipline inspection and supervision cadres,and further improve their fighting capacity.
