Research On The Optimization Of Improvement Of Business Environment Of Chongqing Liangjiang New Area Under The Background Of Reforms To Streamline Administration,Delegate Powers And Improve Regulation And Services

This dissertation is written under the background of “Fang Guan Fu”(reforms to streamline administration,delegate powers,and improve regulation and services)and uses Responsible Government Theory,New Public Administration Theory and New Public Service Theory as the fundamental knowledge base.Themed around the main purpose of business environment,the research uses Chongqing Liangjiang New Area as the case study,and the outcome is based on the intensive field research of the government departments and enterprises in Liangjiang New Area.By thoroughly analyzing the current problems and its causes,the research intended to propose potential solutions to optimize the business environment and relevant policy suggestions.The research finds that Chongqing Liangjiang New Area performs well in the area of administrative examination and approval,while there is still much room for improvement in the area of daily life support and insurance and financial service.The research started by studying and analyzing eight dimensions of the business environment of Chognqing Liangjiang New Area: administrative environment,natural environment,daily life environment,service environment,legal environment,market environment,industry environment,openness environment,and aims to provide strategy and system to structure an optimized business environment for Chongqing Liangjiang New Area and to provide working thoughts from the public administration perspective to build a business environment ruled by law,which is international and convenient.
