| As an integral part of a city,municipal districts are the key to reduce the cost of urban development and transform the mode of economic growth.It has increasingly become a hot issue of common concern to government departments and scholars.The report of the 18 th national congress of the communist party of China clearly put forward that administrative levels and administrative divisions should be optimized.The 19 th CPC national congress also proposed to construct the urban pattern of coordinated development of large,medium and small cities and small towns with urban agglomeration as the main body.As an important policy means to regulate the development of cities and urban agglomerations,municipal districts are at the focus of vertical administrative system reform and horizontal urban spatial layout reconstruction.High-quality development needs to be supported by high-quality urbanization.Scientific and reasonable setting of municipal districts is of great significance for realizing the modernization of urban governance,promoting the transformation of farmers into citizens and the transformation and upgrading of industrial structure.Based on the institutional dimension and spatial dimension,the topic of this study is how municipal districts should be set up more reasonably and effectively.At present,China's economy is faced with tremendous downward pressure due to sluggish external demand and weak investment.Urbanization,as the largest domestic demand,is playing an increasingly important role in economic growth.But at the same time,there are also problems such as the high imbalance of development caused by the urban hierarchy,the mismatch between the public service vehicles and the horses of the establishment,and the dislocation of resources caused by the frequent flow and the real distribution of population.The city is a complex huge system,is the modern society's constitution center,its development affects the national governance modernization process,the city question is actually also the entire time question.The current urbanization is more about land urbanization and industrial urbanization,and the level of population urbanization still needs to be further improved.There are some problems,such as urbanization lags behind industrialization and urbanization rate of registered population is much lower than that of permanent population.A total of 270 million migrant workers went out to work,resulting in a large number of rural left-behind women,left-behind elderly people and left-behind children.Long-term family division has a serious negative impact on family relations,children's physical and mental health,and the elderly's pension.To solve these problems in the process of urbanization and form an effective urban governance system,it is necessary to reform the administrative system of municipal districts.With the increasing practical demand for administrative division adjustment in China,the theoretical research on administrative division is relatively lagging behind.There are strong limitations in research perspectives,methods and contents.The research on municipal district reform is even weaker,which has seriously affected the normal development of economic society.This study uses GIS and RS technology,on the basis of a wide range of research,through the study of system connotation,evolution process,development path,adjustment mode,action mechanism and policy performance of municipal districts,explore the practice path of current urban administrative system reform in China.This paper is mainly divided into eight parts: the first chapter introduces the study background and significance,and introduces the research ideas and methods,and emphasizes the importance of reducing the system cost for the current economic and social development,while the reform of municipal districts is of great significance for breaking the institutional barriers of urbanization.The second part of domestic and foreign related research about municipal district administrative division adjustment,comb a systematic comprehensive summary,put forward the administrative division multiple thinking,research must have the interdisciplinary municipal district reform must be with the urbanization and the administrative regionalization reform the bigger system relative to pick up,to see the current municipal districts are faced with the complex problems and the direction of reform.The third part analyzes the differences of counties,county-level cities and municipal districts system and its transformation logic,and put forward the administrative division adjustment is the "double-edged sword",if the actual economic development in the administrative districts "don't need to adjust the tone," or "no need to adjust the","contradiction",will produce system and reality to the administrative division as a resource,be resolve conflicts effectively,promote the reform of administrative division in the field of supply side.The fourth part elaborates the development context and spatial setting process of municipal districts.Since the founding of the People's Republic of China,the setting of municipal districts can be divided into a period of substantial adjustment,a period of rising fluctuation,a period of prefecture-city merger,a period of leading cities and a period of strategic guidance.The setting of municipal districts has exerted a profound influence on the industrialization and urbanization of China.The fifth part discusses the adjustment of municipal districts in our country since the reform path,the main mode and spatial difference,found the municipal districts set is gradually from east to west,from north to south and from the south to the north two expansion path,the combination of "regional" and "village" the characteristics of the coexistence of two kinds of deflection,municipal districts movements can be divided into scale,structural adjustment,increase or decrease system transformation three modes.The sixth part analyzes the current our country municipal district set system obstacle and space of the existence of bottlenecks,think of our country,municipal districts set up the system obstacle including system between cities and municipal districts,municipal districts and municipal districts friction,municipal districts set space bottleneck mainly includes administrative region of the area is too small,municipal districts,municipal districts lack of organizational system and municipal district spatial structure is not reasonable four categories,and the various problems respectively illustrates its action mechanism.The seventh part of the county(city)to change the policy effect has carried on the quantitative analysis,the study found that in recent years in our country from the county(city)districts significantly promoted the urban economic growth,big city and megalopolis from county(city)districts is obviously better than the small and mediumsized cities,to the effect of the eastern and central parts of county(city)area instead of the effect is more significant,municipal district administrative division adjustment also has the best adjustment.The eighth part takes the construction of greater xi 'an as an example to demonstrate the specific strategies for the adjustment of administrative divisions in urban districts.Finally,this paper puts forward some suggestions for optimizing the setting of municipal districts:(1)Promote the spatial optimization layout of municipal districts based on the thinking of urban agglomeration.Within the urban agglomeration,it should be mainly considered(forming a reticulated urban system)and adjusted according to the development needs of the urban agglomeration and its own foundation.On the important development axis outside the urban agglomeration(focusing on cultivating the development axis),it should be adjusted according to the development strategy and its own needs;Non-critical areas outside urban agglomerations(with emphasis on cultivating self-development capacity)adjust according to their own needs.Focus on optimization of central city administrative divisions,effective response to its municipal district size not appropriate,the problem such as unreasonable structure,radiating and driving ability,improve their second emphatically layout of regional central cities,again is a county-level city,and other small and medium-sized cities,different levels of the urban space distance to moderate,especially big town on the solution of the problem is to give priority to demand for the development of municipal district.(2)Focus on solving the problem of inappropriate scale and unreasonable structure of municipal districts in large cities.Only division adjustment well ahead of big cities,urban agglomeration level zoning adjustment can be within the time,this is because the city zoning adjustment is master planning,only the master planning adjustment,to carry out the second level adjustment,administrative districts of big cities designated to carry out the line,will become the basic guarantee for the coordinated development of urban agglomerations and the new urbanization construction,so big city municipal district administrative division adjustment is the key point of urban agglomeration layout optimization.(3)Adjust the mountain and river deformation and canine teeth into the administrative division setting principles.And jagged mountains and rivers shape and common principles of a political boundaries defined as history,causing some complete ecological unit was cut by different administrative boundaries,increased the administrative region of the ocean resources and environment destructive depression phenomenon,therefore we must optimize the principles,administrative boundaries can be based on the actual situation across rivers,set up the administrative boundary.(4)The municipal district adjustment should focus on the city's development intensity and development potential.Only when the development intensity and development potential are both large,it is necessary to add municipal districts.In cities with high development intensity and small development potential,only the internal space reconstruction is needed,and there is a greater possibility for the reorganization of districts and counties.Firstly,whether there is an urgent need for the central city should be considered.Secondly,the proposed municipal district has the characteristics of a typical urban administrative district;Again,in line with geographical proximity,closely linked conditions. |
