| In recent years,Zengcheng District of Guangzhou has achieved good results in drug treatment.However,due to objective factors as economic developmnet,population mobility,drug treament is still a big challenge for the local government.Compareing with the international communities,many countries and international organizations have successively established performance evaluation systems on drug treatment.However,China’s practice in this area by far is still in initial stage,which has a negative impact to curb drug issues nationwide..Thereforeit’s crucial to establish a set of scientific and local oriented drug treatment policy performance evaluation systems,which helps to evaluate the current drug treatment situation of Zengchent District accurately,provides practicle references for the government,and finds a way healthy way out to maintain social order.The thesis builds up alternative indicators for the drug treatment poliby performance evaluation system of Zengcheng District of Guangzhou through investigations and analysis.It uses Delphi Method to objectively select the alternative indicators and confirm 8 dimensions totaling 37 detailed indicators including drug abuse,drug trafficking,social hazards,supporting and safeguard measures,prevention and publicity education,control of drug addicts,cracking ability of drugs crimes and industry control over key places,etc which constitutes of the performance evaluation system on drugs treatment of Zengcheng District of Guangzhou.Analytic hierarchy process is used to calculate the weight of each indicator and each dimension.Also,the fuzzy comprehensive analysis method is used to evaluate the indicator system,and combined with the principle of the maximum membership,the conclusion is that the current situation of the drugs treatment policy of Zengcheng District is good.Eventually,the thesis puts forward some suggestions to optimize the drug treatment policy based on the collaborative governance theory with respect to the existing weak link of the local drug treatment policy. |
