Since the beginning of the new century,all sectors of society have raised the theoretical research on government performance evaluation and achieved many important results.At the18 th National People's Congress in 2012,the government's performance management was written for the first time in the government's work report.The document clearly states that "innovating administrative management methods,improving the government's credibility and implementation ability,and promoting the government's performance management".Meanwhile,at the 19 th National Congress of the Communist Party of China,it also included in the report "establishing a comprehensive,standardized,transparent,standard,scientific,and constrained budget system,and fully implementing performance management",in order to promote the implementation of performance management by the government.At present,although China has not yet formulated a unified government performance evaluation model,but there have been a number of districts and counties at the local government in various forms of performance evaluation work.However,due to the lack of theoretical preparations,many governments at all levels still have their own functions in the performance evaluation process.In particular,the performance evaluation level of governments at the district and county levels is not high,and there are obvious deficiencies in management.With the continuous advancement of the performance evaluation work of the government,The existing problems are also constantly exposed,and it is urgent to improve the government's performance evaluation strategy.Based on the methods of literature analysis,case analysis and comparative analysis,this paper studies the performance evaluation of the Liwan District Government in Guangzhou,analyzes a large amount of domestic and foreign literature,summarizes the necessity and implementation of the performance evaluation of the Liwan District Government,and effectively analyzes the performance evaluation experience of the Liwan District Government.It is found that the existing problems in the performance evaluation of the liwan district government are: the theoretical recognition of performance evaluation is not in place,the application of performance evaluation has a certain lag in the system link,the assessment and evaluation system is not perfect,and the incentive mechanism is not perfect.Analyze the above problems,and then put forward the corresponding strategies for the Guangzhou Liwan District government performance evaluation to better advance the reference.This paper holds that the performance evaluation of the liwan district government in Guangzhou city is a practical model for performance evaluation of the government at district and county level.The evaluation system has the characteristics of "real time,dynamic,convenient and intuitive".In the process of performance evaluation of government work,it not only effectively reduces the workload of related staff.Moreover,the human influence factors in the performance evaluation system have basically achieved zero interference,so it is concluded that the "Liwan type" government performance evaluation will directly affect the administrative management model and governance concept of the district and county governments.This will make the government service more in line with the public's demands,accelerate the transformation of government functions,and further promote the standardization and institutionalization of performance evaluation of government departments.
