A Comparative Study About The Management System Of Emergency Rescue Between China And The USA

In March 2018,the State Council promulgated the organizational reform plan and set up the Emergency Management Department of the People's Republic of China,which indicates that the mode of earthquake emergency management in China will be changed from the sub-professional management to the unified management mode of the Emergency Management Department.The function of earthquake emergency management will be categorized as one of the functions of the Emergency Management Department.Through the study of earthquake emergency management mechanism in the world,it is found that this unified emergency management model has been practiced and developed in the United States for decades,and the characteristics of earthquake disasters in China and the United States are similar.therefore,the study of American earthquake emergency management model has a certain reference value for the reform of emergency management system in China.By introducing the theory system of "three stages" of crisis management,this paper divides the process of earthquake emergency management into three stages: pre-earthquake preparation,post-earthquake response and reconstruction,and classifies the specific contents of earthquake emergency management according to the three stages.Through consulting literature and website information,this paper makes a comparative analysis of each specific work one by one,and mainly elaborates on different aspects of the two countries' practices,and objectively analyses the advantages and disadvantages of the two countries in various aspects by comparing the actual results.In addition,in order to increase the objectivity of comparison,the article lists two earthquake emergency rescue cases of comparable scale between China and the United States for detailed comparison.Through the combination of the earthquakes and data analysis,and with text description,the main problems existing in each stage of earthquake emergency management in China will be found out.At last,based on the problem-oriented and case analysis results,this paper summarizes the relatively successful practices of the United States compared with China,and proposes solutions or ideas for the three-stage problems of China's earthquake emergency management one by one,in order to explores the ideas of China's earthquake emergency system reform.
