Research On Emergency Information Sharing Mechanism Of Local Government

The cooperation of all sectors of society is indispensable in the process of dealing with emergencies.Emergency information serves as a link for multi-party collaborative crisis response,its sharing effect directly affects whether the emergencies can be dealt with scientifically and effectively.Local government as the leading role of emergency disposal and response,playing the most important role in collaboration.At present,emergencies are characterized by a wide variety,high frequency of occurrence and difficulty in disposal in our country,resulting in the sharing capability of local governments can no longer meet the needs of multi-party cooperation and emergency decision-making.In addition,scholars' research on information sharing in the field of emergency management is not extensive and in-depth enough.Therefore,it is of great significance to study emergency information sharing mechanism of local government.Firstly,this paper puts forward an analysis framework of emergency information sharing mechanism by sorting out relevant literature and theories,which includes five dimensions:information security and management mechanism,information integration and circulation mechanism,security mechanism,supervision and evaluation mechanism and interest coordination mechanism.Secondly,through the collation and analysis of interview data,a model of emergency information sharing mechanism for grassroots government was proposed,19 specific contents of the above five dimensions are found.Then,the article analyzes the status quo of the emergency information sharing mechanism in J area,and finds that there is mainly lack of effective management of information,technical and talent protection and issues such as interest coordination mechanisms;otherwise,business process needs to be optimized;sharing process is safe and quality issues.Finally,after analyzing the specific causes of these problems,in view of the existing problems in the mechanism of emergency information sharing,it is believed that we can improve the technical level of the platform by improving relevant laws,policies and systems,increasing resources investment,improving the mechanism of emergency information circulation,strengthening the safety management and quality assurance of emergency information,and improving the coordination mechanism of government emergency information sharing interests to improve emergency information sharing mechanism oflocal government.
