Research On Construction Of Emergency Management Information In Gansu Province

In October 2018,Gansu Emergency Management Office was established,marking the birth of a large comprehensive emergency response organization reorganized by many departments and functions.In order to carry out the spirit of the Fifth Plenary session of the 19 th CPC Central Committee,the new organization deeply promotes the development of emergency management science and information technology,and realizes the rapid response to urban emergencies through the integration of Internet of things,big data,cloud technology,etc.As an important part of information construction of emergency management,rescue network platform plays an active role in epidemic prevention and control,emergency communication,and so on.However,with the construction of emergency management systems,some problems are gradually highlighted.How to promote the optimization of an emergency information management system and give full play to the utility of rescue network platforms based on the dimensions of data sharing and intellectual support is not only an important goal of information construction of Gansu Emergency Management Office,but also a necessary measure to ensure urban safety.The purpose of this study is to explore the application of rescue network platforms in urban emergency management.Firstly,the concepts of emergency management,emergency drills and information management are defined,and the relevant theories are selected as the theoretical basis of the research.Secondly,the basic framework of emergency management and the construction of information systems in Gansu Province are comprehensively analyzed,and the main functions and practical applications of the platform are explored with emphasis on the emergency rescue network platform.Taking a mine rescue emergency as an example,this paper combs the concrete application and utility of rescue network platform in rescue,including remote coordination of resources,visual emergency command and dispatch,point-to-point video call and recording the whole process of rescue.At the same time,through the case analysis,the problems existing in the application of rescue network platforms are extracted: the department linkage mechanism is limited,the platform function is not fully played,the information management is not standardized,and the platform operation mechanism is not perfect.In order to find problems and enlightenment,the optimization strategy is put forward,and in the aspect of department linkage,it is pointed out that the standard should be unified,the degree of sharing should be improved,the internal and external cooperation should be improved,the emergency management assessment system should be improved,and the maintenance and management mechanism of rescue network platform should be put forward.
