In order to obtain, manage information and deal with problems of using information in unconventional emergencies and, take advantages of online social networks,an emergency information sharing system is built from the perspective of ecological theory, find that the current emergency ecosystem has the problems of information overload, information pollution, information security issues.Then this paper studies the factors that influence the public’s intention to use online social networks during emergency, some hypotheses was built and tested by means of structural equations model. The conclusions of the study revealed that the intentions to use online social networks are directly influenced by the satisfaction of independent demand and satisfaction of relationship demand(altruism and perceived usefulness). However, the ease of use requires further discussion. It is also shown that there are a series of costs and risks which negatively affect the predisposition to use such technologies.And through analysis of the literature and comparison, the dynamics model of emergency information sharing oriented online social network was established based on system dynamics theory to reveal the interaction of the various factors in the way of the simulation. The results show that, the emergency information sharing is directly influenced by the transparency level of the government information, the participation of the internet users and the public opinion online. Then the strategy was designed based on the simulation results, which will help the emergency managers make the decision with the online social networks.Finally, based on the research before, information sharing mechanism in unconventional emergencies towards online social network is constructed in order to improve efficiency of information sharing and the science of decision-making in emergency management.
